Short answer: yes. Long answer: maybe.
At the most basic you can basically add -to hit and +defense when figuring out if you are softcapped. However, there are several things to remember with -to hit as opposed to defense:
1. Depending on exactly what powers you are using and the situation you might not have -to hit available on all enemies all the time
2. The Purple Patch decreases the effectiveness of -to hit against enemeies +1 and higher
3. Enemies can have resistance to to hit debuffs which decrease the effectiveness of -to hit (I'm not sure which, if any, regular enemies do)

What Adeon said, plus all AVs (and their scaled down EB versions) have 85% resistance to debuffs @lvl 50 (including defense debuffs). So if you're intending to fight AVs or their EB counterparts, your -to-hit is basically worthless. (this is resistance in addition to the purple patch.) More on AV resistance here

But the basic idea of adding one to the other does seem to apply, very good to know and thank you VERY much for the helpful replies. I can work with this I think.
Dont forget that Radiation Infection (Darkest Night) have an area of effect, so any critters that are outside the debuff will not be reduced in their chance to hit you.
This is especially annoying with "gunners" who prefer to sit back and shoot at you and with RI having a fairly small radius, its very likely that something will not be "debuffed".

That's why you don't just sit back after you put on the Radiation Infection - you, or at least your aggro-drawing melee buddies, should head right into the anchor's radius (assuming you're not grouping with idiots, of course, who see the extra glow on the anchor as a big, neon, KILL ME sign even though there's tons of other stuff inside the radius to kill) so that everything tries to crowd around and you get as many Infected as possible.
As a radiation defender who can debuff a mobs tohit, am I afforded the luxury of needing less defense to softcap myself? Basically if I can debuff a mobs tohit 15% would I only need 30% defense to be capped?
