Well, the whole tutorial and beginning zone arcs are being re-written, so, we'll see how the Devs do telling the story that newbies need to know.

Before the last adjustment to the reward table, there were quite a few complaints of people getting the Thread booby prize even though they were very active in the Trial. I've not heard of such complaints since then. The Devs acknowledged that there were some player activities that weren't counting toward the reward table, but they have fixed that.

That's why on a Tin Mage TF my Dark Defender will happily take the Alpha Strike of every single spawn in the TF except for hers. "OK, Tanker, go get her. I got your Rez all ready!"
Don't forget that -Dam debuffs also reduce her damage output. And she only does that damage if she lands the hit in the first place. Ideally, you let pets take the alpha strikes until you can stack all your debuffs on her. Phantom Army is ideal for this. -

You won't. It's purposely exclusive to a real-life, made-from-trees magazine. It's not web content at all.

Ummm.. if you get why they've done it, they you should get why they won't be putting this info on the forums (or facebook) for a while. By granting exclusive scoops to certain publications, they ensure that said publication will publish stuff about CoH and give the game free publicity in the meantime. This info will eventually be on the forums before I21 goes Live. But for now, it's an exclusive found in only one place. Purposely so as a previously stated policy by the OCRs. -
Maybe they cut it out because it's very much not what happened in the book.

One of these is empirically better than the other.
And it turns out that the one that is better than the other when Recovery is shutdown is also better for Recovery *on average over time*.
This really should be a 'no brainer.' I think people's observation bias where they can see periods of time when the proc isn't going off, but would like it to, reinforces 'bad feelings' about RND events and thus they are shying away from the Proc.
If you want the Min/Max, logical, statistical, and mathematical better option, you go with the Proc over the Enhancement. -

However, I will say putting just a lvl 50 ENDREC IO in the spot at least promises the .18 endrec.
I've gone 30+ seconds without any of my 3 +END Procs firing. So, the RNG can hate you at some points, and you sound to be relying on just 1.
That said, it becomes a personal choice imo. I'd suggest trying to find at least 1 more slot and 2 slotting for best of both

Cryptic has tried twice to create a free-form power building system and wound up both times creating a class sytem instead, although, they'll only admit to one being a class system.

If my fly pack runs out of time in a mission, I pull up the /auctionhouse interface, buy the fly pack recipe and its components, then I call out my portable crafting table and make a new one.

So, it should be /bugged since the last tick of DoT is supposed to hit for 99%.
To the OP: As far as whether it should or not: What is debt to you at level 50? Is your league really incapable of killing AM if he heals to full?
If you really, really not want to be killed from it, the league needs teamwork and prep (especially with Macros to announce you're the target of disintegration) and you need a tray of greens. And crafting and slotting Rebirth is a huge boon.
And not running around like a loon as if you can outrun disintegration so that healers with AoE heals can heal you (not directed at you... just the loons out there).
