I'll try to help you out where I can! But please don't feel bad coming to the forums and asking questions. We differentiate here between a newbie and a noob. A newbie is just somebody that is new to the game, and generally has questions because of this status. A noob is somebody, either new or not, who generally just doesn't understand things, and doesn't care to learn.
You're obviously the former, so ask away! -
Also, OP, things have changed greatly in the past for years. You have missed the following major changes that affected most everyone:
Global Defense Nerf
Target Caps
Enhancement Diversification (ED) (this limits the usefulness of slotting past around 100% for any given aspect of a power, such as damage)
Invention Enhancements
HO nerfs
Inherents being added
Those aren't even counting any possible changes that may have occurred to the individual power sets. -
Yes. Forum registration date shows the day that you first logged into the forums (created your forum account), not when you created your game account.

I'd imagine nothing will change with respect to villains getting patrons at lvl 41 and heroes getting epics at lvl 41. A villain AT will probably have the patrons open up at lvl 41 just like they do with heroes and the epic power pools.
The only diffenence between patrons and epics is that it never ocurred to the Devs players should have to complete a story arc to have access to epic power pools.
In hindsight the Devs perhaps wish they had created story arcs for epic power pools. Maybe a redname will chime in on that point of speculation.

First off, welcome to the forums!
Secondly, the limit of four power pools does seem to make some sense, at least in the levels <40 world.
If you take nothing but pool powers from level 6 onward (can't take power pool powers at level 1, 2, or 4), until level 38, this gives you 16 power picks. That's four pools, with four powers each. Basically, the power picks seem well-suited for allowing no more than four pools, because you can max out each pool and have no extra slots to spare.
Not that I'm saying a fifth pool wouldn't be useful, but the limit does make some sense. -

It has nothing to do with entitlement. Entitlement is something someone gives you as a result of your status. I just want the ability to pay more and get more for my money. Pure capitalism and pure business.

It's definitely pure capitalism, but it's not pure business.
In business, you want to keep your loyal customers, while trying to attract new ones. As part of the former, you want to make decisions that keep the most older players.
Your idea would create a tier system among the current players. The 'premier' players, and the regular ones. The regular ones might have been longer customers. They might be better ones. They might also not have the means to pay for this additional status. There may be a lot of people out there like that.
By implementing your idea, you create a system where you piss players like that off. All of a sudden, because they can't afford an extra cost, they are now second-class citizens of the game. If I was on Freedom, and that happened to me (in a money crunch a bit now, because I'll soon be changing jobs), then I'd probably quit the game. If my vet status and past money wasn't good enough for them, then I'd stop giving them money.
The Devs know this. It's why it's not gonna happen. Everything that they've charged for recently has been purely cosmetic. Costumes, some extra non-game-changing powers, renames, server transfers, etc. They're not going to implement a system that could piss off a lot of long-time players just to please a few people (who already won't do things to help themselves) two weekends per year. That is not good business sense.
Also, your idea is an Entitlement idea. You have money to burn, therefore you should get preference. Screw the people that can't afford to pay more, they get locked out even more during these events. Screw them even if they're better customers in the long run. Gimme my due now because I can afford it. -
Mobs cheat. When they stealth, unless you have a +perception power, you'll generally lose them.
However, this is not true of your own stealth. In combat, it suppresses. As such, turning on invisibility mid-combat is unlikely to do you much good. The mobs will still be able to see you. Invisibility is great to use to avoid combat from the beginning, but isn't that great to use mid-fight, from what I know. -

But, a long time ago, there was a group of people who created MAN builds. These were controllers who, past level 6 or so, never used their primary or secondary powers, using only 'natural' attacks and the like, no travel powers, etc.
While your idea might go a little less extreme than this, I'd say that it'll fit the description of a general MAN build. -

Secondly, there are no plans that have been announced for CoX2.
Secondly, Champions Online is most definitely NOT CoX2. Made by Cryptic, yes, but definitely not CoX2. And, just so you know, Cryptic is no longer associated with CoX except the engine that they built and the logo on the splash screen.
We do have something in the pipeline though: Going Rogue. This will be a new, paid expansion for the game. We don't know too many details about it, but the expansion seems to allow you to explore Praetorian Earth, which is the place where Tyrant (the evil version of Statesman) comes from. It's going to allow for side switching, and introduces an alignment system-type-thingy. -

Yes, they CAN add server capacity. However, that doesn't make it cheap to do, or even worth it, for a single weekend when they come up. It's been known for years now that Freedom can gray out over double XP weekends. Yet, people still recommend that people head only to those servers, because the other ones are 'dead' (when they really aren't). We have the ability, as players and forum goers, to spread the population, even on our own accounts. Is it still the Dev's faults that people don't create characters on other servers, knowing the potential penalties of their main one?

I have had fun each double XP weekend I've been to. There are steps that allow you to have the same enjoyment. It's really not the Dev's fault that you don't take them. -
Or, make characters not on Freedom and Virtue.
Adding capacity to one or two servers is probably not very cost efficient, especially when it's only needed for a weekend or two per year. -

There are Globals, and there are Procs. Globals function automatically, no matter what power they are in or whether they are clicked. The Steadfast Protection +3% Def IO I believe functions like that.
Procs, like the Numina Unique, function for 120 seconds after a power is clicked. If put in a toggle, they function as long as the power is toggled on, then 120 seconds after it is toggled off. If used in an auto power, then they are always on. -

Kinda, the Numina's Unique works once Hoarfrost is clicked, and then functions for 120 seconds after. So as long as you click Hoarfrost every 2 minutes, you've got full coverage. Otherwise, there will be gaps.
But yes, that is the gist of what I meant. -
The reason not to put it in Hoarfrost: if you don't use Hoarfrost, you're not getting the benefits.
I know this might seem silly, since in the course of running through the game, Hoarfrost will be used quite often, but if you hit a long patch where you don't need to use it, the unique won't be running.
By putting it in a power like Health, which is always on, you'll always have the benefit of the numina's unique.
It's the difference between always on and almost always on. -
A few suggestions, if I may:
1) Permafrost: if you're going to slot this with anything, make it the Steadfast Protection +3% Def IO. Other than that, this power shouldn't get many slots, even for set bonuses.
2) Numina's unique: this should not go into Hoarfrost. Never ever ever. Add an additional slot to Health, and put it there.
3) Hoarfrost: I generally prefer Doctored Wounds in this power over Numina's.
4) Energy Absorption is a great place for Frankenslotting. You can get max Defense, RecRed, and End Drain on this power using a combination of Def and End Mod sets.
5) Chilling Embrace really doesn't need that many slots, unless you really want the set bonuses. The slow is great to start with, and the -Recharge on the power doesn't get enhanced with Slow enhancements.
6) You only have one attack from level 1 to 28. And it's slotted for Taunt for some reason. If you ever exemp below level 30, you're going to have nothing but Whirling Axe and Beheader as attacks, and Beheader won't do much damage. Slot that bad boy up for some damage. Let CE and Icicles handle the aggro in the lower levels.

I'd really want to see the rest of your build before I made a recommendation. Any chance you could download Mid's hero builder, and show us what you got?
Personally, I'd chose Haymaker unless you have enough other attacks. But then again, I'm not a big a fan of Hasten as many others on these forums. -
