Short answer: It would be nice, but very unlikely to happen.
Long Answer: According to the developers the base code is an unholy monstrosity and any attempts to change it tend to end up breaking stuff (like base defenses being hostile to you a few issues back). Supergroups and bases are pretty heavily entwined so changes ot one impact the other. So while this would be a nice feature I would be very, very, very surprised to see it happen. The current setup where members can belong to the opposite faction but don't earn prestige, can't access the base and have to join as the correct faction and then switch probably represents the best the devs could do without a major development effort. -
For Primary you probably want Robots, Thugs or Demons. Personally I would say that Robots is the best of those but the Thugs and Demons are only slightly behind.
For secondary Traps, Time, Dark and Forcefield are the best for a Tankermind. I personally prefer Traps because it has mez protection (which Time and Dark lack) but also has better utility powers than Forcefield but all of them make a decent Tankermind. Storm is marginal, I've seen some very impressive Storm users but it's a very hard set to play well (I really suck with it).
Bots/Traps is probably the best easy-mode Tankermind. -

Well it makes sense. She must be getting tired running between Atlas Park, Fort Trident and Independence Port all the time.

Sure they still have a role.
On Controllers versus Dominators the team role is vastly different. Controllers are a support AT that deals damage while Dominators are a damage AT that supports. That may not sound like much but it has a strong impact on team dynamics, both ATs are very strong and depending on the exact team composition one may be better than the other. Both can effectively use their primary to mitigate damage but the Controller will make the rest of the team stronger while the Dominator deals more damage himself.
Defenders and Corruptors have less to differentiate them especially in a team setting and my experience is that they are pretty much interchangeable in terms of team support. The Defender is a little bit stronger but not enough to make a major difference. For solo play the Corruptor does deal more damage but the Defender is tougher so it averages out. -

I've always felt that a Traps/Devices/Grenades style control set would be the best thematic option for a "natural" control set.

I can also see Gravity/Martial making a nice thematic pair.

Yes and no. The first two times you use it it will do a PBAoE damage and instantly recharge itself. The third time it will not deal damage and also won't instantly recharge.

Sorry about that, I'm just so used to Bill giving the "epic ATs are epic in story not power" speech I just defaulted to assuming it was him, I wasn't paying a huge amount of attention .

The Epic ATs are four special ATs with fixed powersets: Warshades, Peacebringers, Arachnos Soldiers and Arachnos Widows.
As Bill mentioned they are "Epic" not in the sense of being more powerful than the other ATs but in the sense of having a unique story rooted in the game lore.
VIPs can play them for free while premium players have to purchase them. -
I think it's also a matter of customer demand. The devs do a lot more sets for melee ATs than others because melee ATs are very, very popular.

Of course given the rest of your post that's probably not of critical importance to you but you did ask and doing the cape/aura unlock missions is really annoying.
From a power-gaming point of view there are a number of ATs and Powersets that you can pay to unlock but none of them are hugely better than the free sets. Last I checked the most popular farmers were still things like Electric/Shield Scrappers, Super Strength/Fire Brutes and so forth all of which are free. -
The thing is that wouldn't really give the result Dug wants. Squishy characters would still be able to get to the defense softcap, it would just make melee characters get there even easier. So basically you give a large defensive buff to melee characters who don't really need a large defensive buff.

Well the Standard Code Rant applies but given what we do know this is pretty much impossible. The soft cap exists because it's the point where a standard NPC's pre-accuracy chance to hit will be at the minimum allowed by the system (5%). So to do that the devs would have to re-write the entire combat engine so that base To Hit varied depending on the target.

Screwing up the technical sections has two effects. First you have to fight more minions before the AV shows up after that section. Secondly if your combined score drops below a certain threshold then the final AV won't show up.

Long answer: Noooooooooooooooo.
The Incarnate trees as they are now offer a pretty good balance (at least IMHO). The Tier 3 abilities are relatively easy to get offering about 75% of the effectiveness of a Tier 4 at about 25% of the cost. Adding a fifth tier to the powers would just make the entire system a LOT more grindy.
