Quote:Bill's a poster on the forums. I can never remember where his original guide is but the wiki has the same info (probably copied verbatim):Who bill and would you please post the weblink when you make comments like this? I sounds like a phony comment when you post with no details.

Quote:Very true, and I think the ITF is a good example of this. When it was new the most popular tactic for Rommy (or at least the most popular tactic based on Virtue PUGs) was "pull him to the grass, separate the healing nictus with a second melee character and pound on him" now it seems to be "charge the steps and gank him". As people become more familiar with content it becomes easier to do and there's less concern about tactics.I'm confident that over time the playerbase as a whole will adjust to the new difficulty, it will just take time. They've done so in the past on smaller scales, vis-a-vis LRSF. Its just a question of culture. The current player culture is heavily influenced by quick Katies and broken AE missions. Future players will grow up in a game with a constellation of content with Trapdoors and Tin Mages, plus ten levels of Incarnate power, and will not consider either of them quite so out of the ordinary.

The forum does have a French section you know and the software almost certainly uses the same filter for all the language sections. I'd be more surprised if it didn't censor French swear words.

While I don't think the blanket change would be good I would support changing things so that pet damage IOs work in all of a pet's powers. The fact that they don't really work the way one would expect is, IMHO, bad. There are already quite a few 'gotchas' with slotting and IOs in general, decreasing them is always desirable. But in the meantime as you say there are enough useful HOs to cover the gaps (especially with the HO slotting bug).

Quote:I agree. I min-max a bit but it's not my primary focus (most of my characters have power-sets that are considered second rate and my main is an AR/Dev Blaster) and I still find Dual Pistols to be lacking. The problem I find with it is that the animation times on a lot of the powers are horrible which makes the set feel very clunky to play. In particular Empty Clips and Bullet Rain have very long animation times for what are quite weak AoEs. Executioner's Shot is also annoyingly long to animate but it's not quite as bad since it does at least hit hard. In any case the net result is that playing the set feels like all flash and no substance, you get pretty animations but it doesn't feel like you're actually doing anything.A pet peeve of mine is when ppl treat the entire playerbase of either RP/concept players, or Min/Maxers. There's sometimes a 3rd group who play, "just to have fun," as if the min/maxers aren't having fun. Most of us, however, are in the middle somewhere (tho I'll freely admit I'm closer to the min/max end of the spectrum), and trust me, it's not just pure min/max'ers that find sets like DP pretty meh. There are plenty of us who will play for concept, but still want a very effective set. About half the time, I'll find a set combo I want to play, and form a concept around it, where other times, I just want a tough guy w/a bat (say, WM/WP brute). Either way, I'll try to maximize my effectiveness as much as possible w/what I got, but if the combo it truly weak, I'll likely abandon it.

To Hit is like Dakka, you always need more.
More seriously here's how much you need to get 95% chance to hit against enemies without defense buffs:
+0: 1 Acc SO
+1: Kismet IO and 1 Acc SO
+2: Kismet IO and 2 Acc SOs
+3: Kismet IO and 2 level 50 Acc IOs (i.e. you need 76% accuracy) or Kismet IO, Focused Accuracy and 1 level 50 Acc IO (actually need about 39%)
+4: Kismet IO, Focused Accuracy and 2 Acc SOs
Of course this completely ignores all the enemies with defense buffs or to hit debuffs (for example the IDF Robots in the new TFs have 15% defense). -
I think it might be tied to the Festive badge. All of my characters with it did not get the temp powers and the ones without got them.

Quote:Since it's a multiple of 10 I'm going to hazard a guess that setting a bomb (which awards 10 merits) awards merits to people without the badge in at least some situations.Actually, BI may be right. I don't know what exactly allows it, but it's extremely common for people who have forgotten to run the arc to look and have 10 Vanguard Merits after their first raid. Since this is 30 and not 10, this case may not be the same, but you can earn them, probably through some bug or oversight.

Quote:While I agree with your general points this one is somewhat valid. A lot of people use Hover to fly at just above head height. At that level the patch will hit people on the ground and become harder to see unless you zoom the camera out quite a bit. Even if you fly higher it can easily result in someone jumping up into a patch they didn't see since their camera was angled downwards. "No Flying" isn't required but keeping the patches grounded does make it easier for everyone to spot and avoid them. Some people misinterpret them dramatically. For example, I've seen more than one taskforce leader demand that players not fly during the encounter. Why? Because, 'it makes the death patches appear in the air where you can't see them to avoid them when they kill everything below them'.

Come again? Ignoring the fact that all of the non-EAT powersets are deliberately designed to be origin independent Magic is probably the easiest origin to make a character for since you can take pretty much any set and say "my powers are spells" or "the items used are magical". Even the most techy sets (such as Assault Rifle and Dual Pistols) you can easily say it's an enchanted Gun, there's nothing fundamentally wrong with that it's just uncommon to have fictional worlds that mix modern weapons with magic.

It depends on what you want, Bots is generally considered one of the better primaries and has good AoE damage and ranged damage. Necro is more melee and single target oriented but backs it up with a bit of control and a self heal on all minions.

Quote:Ok, this is bugging me. It looks like you've necro'd every thread (in multiple forums) for the last month or so that mentioned downloading for the purpose of asking what their time was. Why are you so interested? Wouldn't it be more efficient to start a new thread and ask if anyone has recent experience with download times? You'd probably get more replies that way since people like the OP of this thread tend to come onto the forums to get their question answered and then leave (as evidenced by his/her post count).Ashy, post the time it took you to download and the average kbps you see please, ok?
EDIT: If it's really important I'll try and remember to do a clean install on a computer to test it but I'd like to know why you're so anxious first. -
The problem is it's only useful if the responders are a representative sample of the total player-base which I don't think would be the case.

Quote:Yes.The real question for me is will the benefit from traps over devices be great enough to to remake the character?
I have an AR/Dev and a Traps/AR. While I do like the Blaster and enjoy playing him the Defender is a lot more useful on a team and has a lot more defenses out of the box. Obviously the Blaster's does more damage but the extra toughness of the Defender means he can take on a lot more stuff. -
I think Fulmens is just talking about cash Inf. While economically speaking crafted IOs are a resource and thus contribute to a player's "net worth" they are not a factor in the amount of Inf in the economy.

Quote:If you solo it's pretty hard but if you run TFs it's very easy. The new Apex and Tin Mage TFs are pretty bad from the point of view of getting shards (in terms of shards/time) compared to the older level 50 TFs (which tend to involve killing more enemies plus give the option of a component at the end).So now, I have to wonder how hard it actually might be to get enough Shards to craft something for your Alpha Slot?
In general one or two of the older TFs will give you enough for your basic boost. ITF is probably the best, the large number of bosses and elite bosses means you tend to get quite a few shards and the component it offers is the Ancient Nictus Fragment which is used by three of the four basic boosts. It's not uncommon to get 8 shards on the ITF which combined with the component would get you a boost in one run although if you are unlucky running a second TF will usually do it. LGTF is also quite good if you fight through it rather than speeding although it takes longer (I got 16 shards on one but that was VERY lucky).
Here's the full list of TFs/Raids and what component they offer (note that the component is instead of merits):
Kahn or Barracuda: Dimensional Keystone
ITF: Ancient Nictus Fragment
LGTF: Hero 1 DNA Sample
STF or LRSF: Essence of the Incarnate
Cathedral of Pain Trial: Penumbra of Rularuu
Hamidon Raid : 4 Shards (which could ten be converted to a single component of your choice)
In addition you can convert 150 Vanguard Merits (from a Mothership Raid or just randomly fighting Rikti) into a G'Rai Matter component.
On the subject of Apex and Tin Mage TFs, yes if you don't have a boost slotted you are debuffed 4 levels which essentially means you are fighting against +8s. This makes any powers other than ally buffs essentially useless (they are at 5% effectiveness) and gives you the toughness of a wet paper towel. -
Well it doesn't look like anyone offered any actual build advice so I'll give a quick run-down of my opinions on power choices:
Dual Pistols you want to definetly take: Dual Wield, Swap Ammo, Bullet Rain, Executioner's Shot, Piercing Rounds and Hail of Bullets
The other powers:
Pistols: Some people skip this because of the low damage I like the T1 blasts on a blaster since you can fire it while mezzed but YMMV.
Empty Clip: This has a horrible animation time for the damage it deals. On the other hand you are teamed with a Kin so between the recharge and damage bonuses the extra AoE is useful. On the gripping hand it's a 40ft, 30 degree cone so lining it up effectively requires quite a bit of practice
Suppressive Fire: Not a bad mez for a Blaster primary, but if you're teaming with a Controller you might want to skip it and let them handle the mezzing.
Devices:
The primary powers to take are Caltrops and Targeting Drone (well if you take Tactics you could skip TD I guess). Other than that it depends on your personal preferences. It's generally recommend taking at least Smoke Grenade and Gun Drone as well. -
Quote:I think it's mostly a matter of personality. The devs who did post a lot (primarily BaBs and Castle) posted because they wanted to and not because they had to. While I do wish the other devs would post more I can understand why they do not, we aren't always the easiest people to get along with.i find myself concerned about the distinct lack of very nearly any dev posting for a very long time now and wonder what happened. was it specific people who chose to be a voice? are there rules in place now that has caused this change in what used to be a much more open environment to communicate in?

Quote:Well most of the powers that summon a true pet (as opposed to a pseudo-pet) now list the pet's actual powers in an expandable list inside the power window. Also, as a practical question how many pets actually have different accuracy modifiers for different attacks? In general I think most pets either only have a single attack or have accuracy of 1 for all attacks.I think, more broadly for powers where we summon things we properly consider pets, making it 1.0 might just obscure the reality even more. If nothing else, the 2.0 stands out as different and weird, and might get people to question whether it's right. For pets, their accuracy really varies by the powers they activate, so putting a 1.0, which looks like a pretty reasonable accuracy value, might lull people into thinking that reasonable looking value must apply to everything the pets do.

I think you are overestimating the amount stored in gleemail and underestimating the amount stored on characters.
First off gleemail, considering the various issues gleemail has had I have a hard time believing that there is a significant store of Inf there. There is probably some stored there but I really doubt it's the most popular storage spot in the game.
Secondly characters. I think you're underestimating the amount stored on characters. People who have enough inf to make storing in WW/gleemail an issue are in the minority. I think most people just leave their cash on their characters unless they need it. Sure they probably don't have much on each one but when you consider the sheer number of characters in the game it adds up very, very quickly.
Assume that there are 10,000 active players each with an average of 12 characters and each character has an average wealth of 20million. That amounts to a total of 2.4 trillion Inf on characters and I think my estimates for all three inputs are probably low. -
Quote:Alternatively, since the accuracy of the "summoning" doesn't really matter the devs could simply change it so that the main power has the same base accuracy as the pet or pseudo-pets primary attack. These are "bugs" in the sense that they're not working as seems sensible to the end users, but not in the sense that they're working as designed. Modifying the Real Numbers info to show us the accuracy of the pet and not the power would require some fairly significant special exception handling for those cases where the power summons something. So that particular example could certainly be improved, but doing so would be an enhancement of the system, rather than a bug fix.

Quote:Yep it'll work until someone comes up with [cool new feature du jour] which they didn't account for.I've got to say, with stuff like this cropping up, I'm really looking forward to/hoping for a COH 2, so they can fit all this in ahead of time (and know what the code *does,* instead of "Er - guys, taunt didn't work the way we thought" and "why did that bug come back again?") instead of trying to retrofit these newer features and systems onto the existing game.
Player: "I keep crashing when I use Taunt, why is that?"
Customer Support: "Are you using direct neural interfacing?"
Player: "Yes"
Customer Support: "It's a bug caused by using direct neural interfacing and Taunt, it turns out that since the Taunt effectiveness is based on volume yelling to loudly causes the Taunt magnitude to go out of range and crashes the game."
