    I don't believe it should be negatively impacting your chance to KB.

    I just got one from a level 42 toon and the info says that the min level is 39. I wanted to see if that would change if I transferred it to a lower level toon (21) and it did not. It still has the same min of 39 and it isn't allowing me to slot the enhancement in question.
  4. So, is the Overwhelming Force Set being Attuned WAI or a bug? If it is WAI, then I can see why we can't post it in the Market.


    (Which isn't bothering me as much as the set being level locked to that of the character who earned the reward)

    Converted Umbral + Tentacles (w/Ragnarok and Grav Anchor proc)

    [Tornado - Checks when cast and every 10 seconds thereafter (for each summon?) = 4 checks.


    Imps - Checks on each attack from each Imp (every 5 seconds per Imp)


    Fly Trap - Checks on each attack:

    Thorny Darts (every 4.5 seconds)
    Fling Thorns (checks per target every 13.5 seconds)
    Bite (every 5.5 seconds)


    Seems like the edge would go to the Fly Trap for number of checks and net benefit (unless I'm missing something?)]
  12. How would a proc work (currently) in a power like Tornado (Achille's Heel, Soulbound Allegiance, etc)? Once the procs switch to PPM?
  13. Another way to approach this would be to separate (if possible) the damage activation cycle from the KB activation cycle; slightly increasing the latter (to 3-4 seconds).

    Or just increasing the overall activation cycle; modifying the new tick damage to maintain the same overall damage (3-4 seconds).

  16. Finally got a second proc and slotted it into my Fire/Earth Dom; Bonfire may need to go from 100% KB down to 75% or so.

    While the damage isn't major; the perma KD is. Slow death is me casting and stacking Bonfire while standing in the middle with Hot Feet. They just keep flopping and flopping and flopping and...

    There are enemies that can ignore the KB (like Pantheon masks); and attacks do manage to go off from time to time (mez can still get you).


    30 more days to get a stockpile: 3 /Storms, 1 Kheld, and 1 KMelee/ still need to get outfitted for conversion.


    Question is... what AoE sets (any AT) are lacking on mitigation enough to use a 20% KD proc?

  23. One would have to define due process as it applies to the situation.

    As far as finding alternatives:

    1. Fury already stated that the threats they were facing already outclassed their ability to handle those situations by conventional means.

    2. He even went as far as to defy his superiors to see the Avengers Initiative through.

    3. If I'm not mistaken; conventional means (outside of the local police) were already in play; ie. the Avengers themselves (with cooperation from the NYPD)
