The market thing's a bug. A redname said they're working on it. Dunno about the attuned thing, though.
I would suspect it's a bug because the attuned mechanic is supposed to mean that you can equip it at it's minimum level (which seems to be 15, given that's the earliest anyone can do the event) and as you level up it scales with you, so if you equip it at 23 it has the stats of a 23 IO, til you hit 24 and it goes to 24.
I mean the idea is that they're not -supposed- to have any kind of fixed level and work for you whatever level you're at.
I do know this: When I put the ATOs in my SG's storage bins they don't stack by IO. They seem to be stacking by IO's of the same level (even though no level is listed).
This could be causing the bug.
Example: I have four Damage/Endurance/Recharge Overwhelming IOs. All four list separately in the bin. However, two of my four Acc/Dmg/End/Rech IOs do stack with two others listed separately below.

They're not attuned to my account as anyone in our SG can grab the Overwhelmings I put in the bin. I've also heard they can be traded (haven't tried that yet).

The items that stack have the same minimum level requirement. The items that aren't stacking have disparate minimum levels.
OF is currently bugged in that they are being granted a minimum level through the reward table, even though they're supposed to be attuned and effectively level-less except obviously the minimum level of the set. The likely reason this is happening is because the reward tables have never granted an attuned item before and they aren't sure how to fix it. They haven't really said anything other than "yeah, it's broken" and "we're working on it", with no ETA or other details.

Yes, so basically... I've earned a bunch of these on my level 50's, all of them are level 50 versions and they all stack.
I've earned 2 of the KB/KD on my level 30 (locked) brute Shinobu Thirty, and also bought one from a level 30 character. These three stack with each other, because they're all level 30, but do not stack with the level 50 KB/KD that I have.

Attuned means they don't have a fixed level and adjust as you gain levels. So you can slot them at a relatively low level and they will be as good as level 50 IO's when you hit 50.

So, is the Overwhelming Force Set being Attuned WAI or a bug? If it is WAI, then I can see why we can't post it in the Market.
(Which isn't bothering me as much as the set being level locked to that of the character who earned the reward)
