Err, there's no arena setting that disables insps. Insps are an integral, required part of the game and disabling them is absolutely stupid. What tactical start does is make everyone start with 0 endurance. -

Figured we need another one of these after yesterday. I have
2x Lysosome Exposure (Tohitdebuff/defdebuff/acc) and I'll swap both of them together for any other type of HO. They go well in stuff like Parry and Divine Avalanche because they buff as well as debuff defence and tohit. -
Depends what you want it for. If you're going to be in a support roll in a team, buffing sets like /kin and /emp are the best way to go. Typically these are coupled with Illusion since Superior Invis allows you to be invisible and fire off your buffs at the same time. Grav/emp is pretty nice too, since you can basically drop your singularity and then allow that to do the controlling for you while you buff/heal the rest of the team.
1vs1s, grav/rad and fire/rad are the best overall, with ice/rad being very nasty at 50 (with epic blast). Basically anything /rad is the way to go for duels, with grav and fire being the best two sets overall.
General annoyance, go with mind/FF, ice/storm, grav/storm, anything /TA.
If you do more baseraids than anything else (but I don't think there's anyone who rolls a toon specifically for baseraids), earth/ff and earth/storm are nasty.
If I knew a bit more about what you were planning on using it for, I'd be able to give better advice -

It wasnt about the kills, its about making you ineffective through sonic cage before ya made me.
I'd have to squishie hunt ya for the sake of my team in a pvp zone and put ya out of action basically cos ya would be a pain.

And here's the clincher. Your cage isn't perma, and it's even less perma with that slotting. I only have to be out of the cage for about 30 seconds every four minutes. While you have me in the cage, the rest of my team is going to be all over you like a rash. Caging the sonic is caging the wrong person.

I can see what you're saying here, but then my cage would no longer be perma which is really what I'm going for. When Acc/Range/Recharge Invention-Os come in you can bet that my cage will have 3 of those in it instead of 3 recharge 3 acc. -

Well, yes. You'd either beat me or it'd be a draw. I certainly wouldn't get any kills. Why? Because I'm a support character. It's the same as saying "I'd totally beat that empath who has no attacks"; essentially a pointless statement. You wouldn't ever be in a one on one situation with that build, so why make such a big issue of it? -

The attacks are for stacking -res primarily. Before this respec I had them slotted 2 acc 3 recharge, and I wasn't using them for damage. I just had the dam/acc Hami-Os spare and thought "Why not?"

If I was to build a duel build with Decibellion it wouldn't look like this at all. This build is team support. I'd have more, and better, attacks like Shout and so on. If you want a fight against my duel build on Test though, you're more than welcome to it. What level is your sonic corruptor? -

Tested this build on test tonight, and I had no trouble firing off attacks with TK running. I think the ribos in my shields really make a huge difference, considering I was running with only 2 endrdx in Sonic Dispertion before.

What? Why?! Hasten makes Amplify come up, which means more cagey goodness. Plus SS is just awesome for movement, it's what I have on my grav/emp and I couldn't live without it.

Ive heard off but Im not sure on the numbers of the defence cap, how does the PFF work with regards to the defence cap, is it under it, or not affected by it, or something else entirely?

The way this game handles tohit and defence is weird. Iirc there is a hard defence cap, but it's incredibly hard to hit (if not impossible) without a lot of outside buffs. However, every single power always has a 5% chance to hit regardless of defence so there is sort of a "soft cap" in that respect.

Basically this build is designed to buff my team up and then annoy the hell out of the opposition with cage, TK and the -res debuffs from fast recharging attacks and Sonic Siphon. Grant Invis is there so that I can drop debuff toggles from people, and stealth just makes me harder to see and therefore attack, along with Phase Shift as a panic button.
Everything else is pretty much utility, as I find I rarely use Dominate in team PvP as I'm busy doing other things. Having said that, I need TK and Mind Over Body and I can't see Mass Hypnosis being any more useful. The ranged stun is in because I know it's annoying and also because I really can't think of anything more useful to take.

Meh, not Tactical Start. I know that it's automatically put on if you rate the fights, but it really skews fights in favour of teams with a lot of +recovery buffs since a blaster can rush another team and pick up two or three kills before the other team are even toggled up properly.
