AS is AS. So with that in mind, just about any stalker primary is viable for PvP. Next thing you need to look at or think about it, is a powerset with a good followup attack after AS.
So if there was one set that I would suggest you NOT make. It's Dual Blades. The follow up attacks are pretty terribad. The animations are too damn long for you to be able to do any real damage.
What stalker primaries would I suggest?
Pick any of the following, in no particular order. It all depends on how you want to play the stalker/playstyle.
Martial Arts, Energy Melee, Dark melee, Electric Melee, Claws, and spines. All of those are viable and each has their own little twist. They each bring something different to the table.
I purposely left out broadsword because I haven't even tested this set in pvp but just from what I've seen, it's got VERY long animations. So it appears to suffer the same downside as dual blades.
When it comes to secondary, I would suggest any of the following.
Ninjitsu
Willpower
Regen

Apparently the devs are wondering what exactly happened to test arena after I13 (answer: most of the players left, and we were forced to run with DR off because of the lack of a heal decay option at the time, which resulted in a boring and one-dimensional game), and are considering coming to check out some of the KB matches on Freedom. The problem here is that it's a very fine line for both us and them to walk - I understand the frustration many players have about the current system and their want to vent that frustration on a redname when they actually show up in-game, and I understand the devs' want to get some insight into what's actually happening with the game at the moment. I don't know if they'll make themselves known if they ever do decide to show up or if they'll just casually watch without us knowing, but if we do end up bumping into devs on live watching our matches, please remember to be at the very least reasonable and cool-headed. Don't bombard them with questions and insults, and don't try and ask for the old system back. If we do get time to sit down and talk with a dev on live, we need to offer our suggestions simply and give support for those suggestions in order to make any meaningful change.
Personally I'm still a bit wary about extensive dev involvement after I13 - I and many others I've spoken with want changes to be made, but don't want a bunch of changes that aren't what anyone asked for. I think it's a safe bet to say that we need to make ourselves approachable in order for real dialogue to happen, and we need to be asking for minor tweaks and fixes rather than overhauls of entire systems (like getting particular powers looked at before we focus on getting things like travel suppression or heal decay modified).
If they touch something again, you might see AR/ being the next FOTM. Watch Full Auto do i12blaze type damage. -

So apparently, arena temps are OP according to some people.
Read below. The names have been slightly altered to conceal the identities of the idiot.

ELK Talker was dueling the The Dude. The Dude was using a temp stealth power cause ELK TALKER didn't bring a toon with any perception. So ELK TALKER couldn't see The Dude cause The Dude was stealthed. OH NOES!!
So yeah be warned, DON'T USE ARENA TEMP POWERS, THEY'RE OP AND NEED TO BE NERFED!! -

No sorry, PvP zones is probably the worst place to learn to pvp. If you want to really learn and have fun, the best place is the arena. Kickball matches are a great place to get to smash someone's face in for 10,15, or hell 30 minutes.
Zones are the wildwest. And 99% of the time, it contains most "jacktards".
Most jacktards won't go into the arena cause there's no base to run to. There's no heavy to help them. When you're in the arena, you're in a virtual boxing ring.
Anyways, long story short, if you wanna have real fun. Go to the arena. Zones are a bad place to start. -
IOs don't' define who wins a fight. Experience and skill does.
But it's a cool concept, I'll give you that much. -

Untouchables, Darkguard, HoJ, and PoN aren't even PvP SGs. Exile tried being a pvp SG but they never even went to the test server and they would hardly be considered an "active" PvP SG.
