  1. A few things here:

    1) Power Pools are open to everyone, with the exception of PBs and WSs, who each are locked out of Flight and TP, since they tend to get those travel powers anyways. As such, you really couldn't lock out a Mastermind from this power pool, which would give them even more pets, unless you really wanted to hear some screaming.

    2) Power Pools tend to be those powers which a wide variety of comic-book characters have displayed, regardless of what AT they would be in this game. Superman (Tanker), Iron Man (Blaster), and Storm (Defender) all can fly. Many different characters can jump high, or fight harder than a normal human, or can even heal others, really.

    Because of this, such a niche power pool would be better off as a power set, rather than a power pool.

    3) Some ATs will get screwed by this set. Scrappers, and other offensive ATs will make out just fine, since they'll get more offense, and some slight defensive abilities. However, Tankers generally don't need anything else taking aggro for them. And many Defenders are already quite good at doing what they do. However, Defenders and Tankers, based on the general complaints that I see on the forums here, lack offensive punch. Scrappers and Blasters would get more of this than them, and the Tankers and Defenders still wouldn't need the greater Defensive characteristics that they'd be getting.

    4) Just in general, this would be completely imbalanced.

    Yes, it is a Tier 3 power, not a Tier 2. You can get Tier 2 powers at level 1. No AoEs exist that you can get at level 1, that I know of, for attacks at least.

    But, if we're being literal with the names of ATs, then Defenders shouldn't get a blast set that has no secondary effect that doesn't mainly help protect the team. As such, they wouldn't get sets like Radiation (the -Def helps offensively, not defensively), Sonic (same thing, but -Res).

    Controllers shouldn't get any secondary that doesn't have a control in it. Empathy, Kinetics, Storm, Thermal? You're out.

    Blasters shouldn't get any secondaries that don't blast. Which takes out Energy, Fire, and Ice, mainly.


    Do you see my point here? If you say that every set for a given AT has to match the AT name, you've got a lot of discrepancies here. PArt of being a Corruptor is using your Primary Blasts, many of which have a debuff of some sort attached to them, which tends to make your opponent worse. Why does every Secondary they have also have to do the same?

    I'm not saying that you're wrong, per se, just that it doesn't necessarily follow that all of the Secondaries need to follow the same pattern.

    But MA can also knock them down, knock them back, immobilze them, and so on. Energy Melee is a one-trick pony. It tends to do that well. Martial Arts is a grab-bag of effects, that can sometimes be better when used in conjunction with each other. For instance, if you stun and immob an enemy, that's a poor-man's hold.

    While Energy Melee can stun them, and send mobs all over the place running away in their drunken walk, which isn't always that great for a melee AT (especially ones where they have an aura in their secondary which depends on the number of mobs in range to work at it's peak), MA can keep them all nearby.

    Comparing a set that has a bunch of different effects that can work together with one that does only one thing is kind of silly, especially if you're going to leave out what else the set can do.

    I doubt you're going to get an AoE of any type put in as a tier 2 attack for Scrappers. No set for them has that.

    So? It makes up for it by offering up more protective abilities. Nothing in the set would imbalance a /FF Corruptor, and it would be a good set for a more offensive-minded character, since it allows for more blasting time than almost any other Corruptor secondary.

    Just because it doesn't have something that other secondaries don't doesn't mean that it would be a bad set. It would just be on the more protective, and less offensive of the spectrum in terms of secondaries for Corrs.

    When the Devs made the changes to Electric Armor for Tanks and Scrappers, they did indeed give the Brute and Stalker versions of the set Energize. Go look at the sets in-game, and you'll see. However, the power STILL has a -EnduranceSpent effect on it, so it did not break the cottage rule.

    Having every set have a -resistance or -Def power in it was not necessarily part of the design element for corruptors. I've never once seen a Dev say that. Just because a majority of the original sets for them had that does not mean that it was designed so that every Corr secondary should have it.

    I did want to warn you, though, that if your backstory and name are too similar to Thor from Marvel, you can get generic'd. Just because the name Thor is in the common domain doesn't mean that the GMs won't take a more conservative bent on the naming issue, and give you a generic name. I'm not saying that they will, just giving you a bit of a warning on it.

    And again, can you prove this point with data, as opposed to just your opinion?

    Have you compared the DPS between sets, and found that Martial Arts is significantly behind the other sets? Is the damage in line with other sets over time? Are the secondary effects what is making the set worse than other sets? Do the secondary effects need a higher chance to occur to make the set better?

    In short, have you taken an objective look at the set in comparison with the other Scrapper rpimaries, as opposed to just a subjective look?
  9. It was done to cordon off areas of the city to protect them. Basically, they are there to try to limit the ability of the enemies to move between the zones.

    War Mace and Ice Melee were improved because we could demonstrate that the sets were lacking in concrete terms when comparing them to other sets. Ice Melee took us three years to get changed, even WITH data that showed that it was lagging far behind the other sets. Ice Melee still isn't on top for any one things, but it does everything well enough. War Mace still isn't on top for anything either, though it does a few things well.

    If you're trying to get a power changed in a set, you do need to demonstrate to the Devs that the set is lacking somehow. Just saying that it's a mish-mosh of secondary effects isn't good enough. You need to take that and prove that because it's a mish-mosh of secondary effects, that it lags behind the other sets somehow. I've played it to 50, and don't think that it is, in any way. The set performs well, in my eyes, because it's not a one-trick pony, relying on one effect to make it work.

    Having the ability to do different things makes it a better set, for me. If you want to show me any differently, you need to show me exactly how the set is suffering, because I've been there before on an actually under-performing set, and it's not that easy to get a set changed without data.

  13. It's not the holds that prevent KB, it's usually the immobilizes. Most of the ST and AoE immobs from the controller sets also have a -KB component to them, which will help the enemies stay in the Hurricane. It's not that they suppress the KB from Hurricane, they just basically give the enemy some KB mag protection.

    Also, holds prevent any running, as do Immobs, as long as they are strong enough to take effect on the mob in question. As such, if you're worried about the enemy running from Freezing Rain, as well as being knocked back by Hurricane, then I would take any of the following sets:

    Plant
    Fire
    Earth
    Ice


    I believe, though someone please correct me if I'm wrong on this, that the Immobs in Gravity don't apply a -KB effect.
  14. Those listings are highly dependent on the powerset you're looking at, and have very little to do with actual in-game numbers.

    As far as the order goes, it's pretty much how you'd expect it to go, from highest to lowest:

    Extreme
    Superior
    Heavy
    Moderate
    Light

    However, there's no set formula that I know of that determines when a power moves from one to another. So, for instance, it's not that an extreme damage power will do 25% more damage than a superior damage power, or anything like that. The in-game listings for powers are often wrong, too, which further complicates the matter.
  15. Freedom and Virtue are the two servers with the highest populations. So you might want to check those out. However, depending on your play time, they might not be the best option.

    However, if all you're looking to do is PL and then play top-end content, you're probably going to be disappointed anyways, IMO.

  17. Having him sitting down doesn't make him less of a hero. People tend to be remembered for what they did, not what their statue looks like.

    Many people in King's Row, at least in the comic, IIRC, remembered him as a kindly old man, and sometimes, those guys can make more of an impact on people than superheroes.

    1) Ahhh...sorry, didn't quite understand that in the first read-through. I'd be down for this, assuming it doesn't take any time from creating new zones.

    2) Powers in flight have their own animations, specifically created to work while flying.
  19. I believe, though don't quote me on this, that in order for players to be able to have powers work while in the water, the ground needs to be there so that there's something to stand on when the powers go off. Basically, if the ground was too low, powers would have trouble activating.

    Nothing. Absolutely nothing is stopping them from reporting you. However, the GMs would then look at the chat logs, and see that there was nothing that broke the EULA, or even came close to it.

    Depends on who was listening, and which GM you got, and how they interpreted the rules.

    But yes, this thread should not be here, and you should take it up with the community reps. This thread will do nothing to help you with the issue.

    It's all about the context, of which the GMs might not be able to see all of. If someone reported you, that have to stick by the letter of the EULA, or as close as they can. Obviously, what you said, the GMs feel was inappropriate enough to deserve a warning.

    Yes, you can be gay. Yes, you can say the word gay. But in different contexts, saying 'gay' might be seen as offensive to some. You don't get to tell other people what they can and cannot be offended by. Obviously, somebody felt strongly enough about it to report you, and technically, it does seem to fall within EULA-disapproved language.

    Just because a celebrity said it, does not make it appropriate to repete in another medium and context.
