  1. Yes, you need to hit to have Gauntlet work. If the attack doesn't land, neither does the AoE portion of the attack. It just won't fire off.

This is why Tanker attacks need Accuracy, to not only make sure that the attack hits, but that Gauntlet will fire off. Once the attack hits, the gauntlet effect is auto-hit, though.
  2. Okay, from your list, I have some changes.

First off, you should be taking the following powers:

Phalanx Fighting. It's a straight 5% Def Buff, even if you have no friends in range.

Frozen Touch. This is a great attack, and comes with a free hold attached to it. Take this power!

Taunt is okay to skip, but should probably be in a final build, since you'll likely want it for at least AVs and such. I also tend to use it a lot more for the -range than then actual taunt.

  4. Use it if you want. Don't if you don't. I've never had anyone ask me to get the buff, but have been thanked by people that I've used it on.

Since it's a random buff, you can't predict which buff you'll get, so most people don't ask for it.

It's a nice little bonus, but you don't need to use it.

Well, it depends on the damage scale that you would use for the AT. The problem is, that ATs don't have damage mods that adjust on the fly. This AT would need to be able to tell what kind of pairing you had, and adjust the damage mods based on the powerset combo that you make.

An Energy Blast/Invuln character would need to have a damage mod lower than that of a scrapper, to make up for the additional range. But at the same time, an Invuln/Energy Blast character would need to have a lower damage mod than a Tanker, etc.

How would you balance this to prevent Tank-mages?
  8. Yes, heaven forbid people try to help you.

I know that some people find it annoying, but I'd say that my experiences in-game show that many more people actually like getting drive-by buffs.

It's also felt hardest by archetypes {tankers {and brutes?}} for whom aggro management is part and parcel of their team role, as it's essentially saying that this is the most you can do, no matter your playstyle, build or personal skill.

Thus, what I propose is replacing the hard limit of NPC aggro with a gradual curve of diminishing aggro returns, where past a certain limit, every enemy aggroed incurs a penalty toward the aggro of the next.

For example, {and I'm pulling these numbers out of my rear}, there are ten enemies attacking you. You attack another one, but since ten is the limit where diminishing returns start to kick in, a few points are subtracted from the aggro toward you that attack created, making it easier for that enemy to break away and attack someone else. You attack another enemy, and a few points more are subtracted from that attack, and so on, and so on, making it inherently more difficult to keep the attention of an entire group of enemies the more enemies pile on you.

That way, in theory at least, the number of enemies a player can keep aggro on is placed more squarely in their hands, rather than a seemingly arbitrary number.

    Did I miss anything?
I imagine that this would actually be WORSE than the hard limit. Especially for Tankers.

theres also a PVP IO which gives +3% all resists

i havent looked that in depth with all set bonuses to see if there are any others, but there are already a decent bit of sets out there with resist bonuses
Except that there are far fewer than there are with Defense bonuses, and they tend to be even in value with the Defense-giving sets, or lower in value. And because of the way that Defense and Resistance scale to each other, a 2% gain in Defense is better than 2% of Resistance to a similar damage type.

As such, Resistance bonuses are often far fewer than Defense bonuses, and weaker.
  11. The reason that we won't get any good Resistance set bonuses now is because of how well they'd stack with Defense set bonuses, which are out there in spades. And to fix that, they'd need to lower the Defense set bonuses, which they're very unlikely to do, because of how much influence and time people have put into getting the set bonuses as they are now.

Defense vs Resistance is easy to figure out. Against roughly even enemies, without any buffs on them, 1% Def = 2% Resistance.

However, Defense + Resistance is much greater than either one alone, and while it's not quite an exponential gain, adding slight amounts of resistance to a Defense soft-capped build can create some staggering amounts of survivability (this is one of the reasons that both Granite Armor and Invuln are great...they layer Resistance and Defense).

I think that if the Devs did it over again, they probably wouldn't have put so many Defense bonuses into the IO sets. But, because they have, we're unlikely to see a change in it.

As for the OPs idea: it's okay, but I don't see it likely that it will happen. THere are just too many complications in it, and it adds one more layer of balance that needs to be looked at when it comes to IOs.

You can probably find a way to Print Screen them. But I don't know of any truly in-game way to do it.

Also, please don't assume that everyone knows what you're talking about when you say they should "do it like Champions." Explain how Champions does it, so that way people know what you're talking about.

Yup, going to offer some changes, here. Most suggested slotting is for SOs or basic IOs, and we can do a fully IO-d out build later.

    1) Your main resistance toggles, slot them for 3 DamRes, 1 EndRed. Anything more than that gets you very little return, unless you need additional slots for IOs and things.

    2) Lightning Field: I usually go with 2 Acc, 2 EndRed, and 2 Dam on the damaging taunt auras. You want to make sure that they hit the enemy, since this is how you will mainly hold on to aggro of everything around you. Most of the PBAoE sets are good, too.

    3) Too many slots in Stamina. Again, unless you're using it to store slots for later IOs, 3 SOs or higher-end IOs will put you at the ED cap for EndMod, and you're getting very little in return for that 4th slot.

    4) Put more slots into your attacks.

    5) Take Ice Patch. If you're feeling squishy, that will definitely help.

    6) Right now, you've got no KB protection. Either plan to pick up some Steadfast Protection -KB IOs, take Grounded, or go the SJ route to pick up Acrobatics.

    7) I highly recommend getting Boxing and Tough in the level 41 and 44 spots. Tough will make a huge difference in your survivability.

    8) Power Sink should be slotted with 3 RecRed, then EndMod to taste. It really doesn't need an EndRed in it, since you should be getting back much more than you're using each time you fire it off.

    9) Health only needs 3 slots. Same reason as Stamina.

    Hope this helps a bit.

  16. Well, for a more detailed response, I'd love to see your actual build. Downloading Mid's Hero Builder would help us out a lot.

However, without that, I'll try my hand at this:

    1) Take Tough. It'll help you out a lot.

    2) Make sure that you put 3 RecRed, and 3 Heals in Energize. This will keep you up most of the time.

    3) The 4th DamRes enhancement in your toggles isn't doing all that much, thanks to ED. If you have 4 slots in each of your armor toggles, they should be 3 DamRes, 1 EndRed.

    4) Ice Melee has always been a low-damage secondary. It was mainly created to be the control secondary, and it does that pretty well. Frozen Touch and Ice Patch are good helps, and Ice Patch should mean that you're taking less damage. When you get to level 38, and get Frozen Aura, your PBAoE damage will go up tremendously. It's a great power now.

    5) For the Endurance, I'd really need to see a build. Yes, you can suck down endurance, but Power Sink should get you that back, and more. Make sure that each attack has at least one EndRed in it, and Power Sink is slotted for about 90%+ Recharge, and you should be fine on End.

    6) You didn't make a mistake, but you may have really over-hyped this particular combo.

Following this logic when and if i buy architect i wont need to download anything but my account will have acess to the bonus items and will have the ability to make missions?

    Am I right?
There is only one client for the game. So, if you had the trial, you didn't need to download anything new. You only needed to buy a full version of the game, and upgrade your account. This would have allowed you to play the full game with your current characters. There is no specific good-vs-evil client, or architect-client, for example. It's all the same. Buying the different versions just flags your account to have different goodies.

If and when you buy the architect version, the only thing that will change is that you will get a few more perks.

You can make missions now, with the version that you have. The Architect version of the game doesn't allow you to make them - you already can. It was just a new box, with some different goodies in it, to advertise the Mission Architect.

One more thing a bit off topic...
If i buy city of heroes/city of villains i get acess to both characters... but can villains go into heroes world ?
What about expansions... should i get architect and going rogue? ( not right now, but possible someday)
As of right now, Heroes can only go to Hero areas, and Villains to Villain areas. The exception being in PvP areas, where both can go and fight.

With Going Rogue, this will change somewhat, but we're not exactly sure how it will happen, but it will apparently be a somewhat gradual process to change over. However, true Heroes still will not be able to go to the Rogue Island, and true Villains won't be able to go to Paragon City.

If you want to buy some of the other boxes, such as the Architect Edition, you can, but you will only get the goodies that come with them. Right now, you have the full game. None of the boxes out there will give you new areas, or anything like that. They will only give you little perks that you may or may not enjoy. But they don't change any of what you can do in the game.

What server should i play in then? Justice, virtue or freedom?

BTW its not 9 am here... its actualy 3 pm :/
Then please understand that you are playing at very off-peak times for most of the server. At 9 AM my time, I am at work. At the same time, it is 6 AM in California, and people are still asleep. In the middle, there is probably a combination of the two.

You may want to check out Justice, and see if there are a bunch of people there that play around your time. Or, at the least, see if there is a Global Channel on Freedom that caters to people who play around the time you are on.
  20. Okay, many suggestions here:

    1) Slot your attacks as attacks, not as slows. The Slow portion of them is very minor, and just because your attack set is your secondary is no reason to ignore damage all together.

    2) Slot your attacks with IOs that match your goal. If you want more Defense, go with that. If you want more Recharge, find ways to do that. I suggest trying to get to the soft cap, but with Ice Armor, that's actually pretty easy once you get Energy Absorption (EA) and go at a decent pace, so you might find something else to be a bit better.

    3) Icicles can wait until after Stamina. You've got Chilling Embrace (CE) at low levels to gather aggro for you. Icicles is an endurance hog at low levels. I'd hold off on that until after level 20.

    4) Powers to move up a lot - Wet Ice (Take much, much earlier. It is your status protection, and you will need it much before level 18), Glacial Armor (Take around level 18 or so...it's your main Defense to Energy/Negative Energy damage), and Hoarfrost (Take this at either level 1 or 2. I would not put it off any past that).

    5) Ice Patch, unless you really want multiple patches out, only needs one RecRed in it. It's perma at that point.

    6) Frozen Armor and Glacial Armor are a bit over slotted. Unless you really want those set bonuses, they only need 4 slots or so, maybe 5 if you stick some LotG +Rec globals in them.

    7) For the love of Carp, do not slot Frozen Aura for Sleep. You will barely notice the sleep as it is, and we fought for three years to get that power to do damage. Use it as an attack, as it is now a great PBAoE damage power. The Sleep effect will only affect minions, will be broken by any AoE (including icicles), or any knockback/down effect (including Ice Patch). Slotting for Sleep is useless.

    8) Energy Absorption is a great place to Frankenslot. Use various IOs to get to the ED soft-cap for EndMod, Recharge, and Defense. Don't worry much about set bonuses here, as getting those three things to 95% or so is better.

    9) I have found Doctored Wounds to be a better set in Hoarfrost than Miracle. But it depends on the set bonuses that you want.

    10) Swap Greater Ice Sword for Freezing Touch. It's a better attack all around, and includes a good hold component to it.

Start with those, and I can help review a second build if you want.

Are you brand new to the game? You might not know how to look around.

Are you in the tutorial? Very few people are ever in there at any given time, on any server.

Did you choose Galaxy City, instead of Atlas Park? Galaxy City is more rarely used than Atlas Park.

Are you aware that it is morning, and either people are asleep, at work, or at school, most likely? You on at a very low population time.

Are you aware that this game takes place mostly in instances? Most of the game population isn't out in the world, but in missions, at any given time.
