Yeah my monitor natively runs in 1080p, but it's only 23". The pic is only 1,280px × 960.

I'm guessing you run in 1280x1024? Don't tell me you run in 800x600...

1440x900, though not all of that is available for my web browser, since I keep it windowed to leave certain other parts of my desktop visible.

<-- The whole image fits in my browser, but ONLY if I scroll over enough to crop off the info box on that side of the forum.

I was cleaning out drawers from an old dresser I was getting rid of and found my original City of Heroes manual with all of the launch powersets and powers listed inside.

Yeah I think I have that in storage in another city. The powers have changed quite a bit in a few sets. I remember how awful Adrenalin Boost was and how terrible dark armor used to be, for example.

No.
Statesman didn't wear a helmet, he wore a mask in the shape of the helmet.
The only exception is the original promo issue of the CoH comic, which is the image pictured there, where he wears a full helmet.

Main Hero: Mazey - level 50 + 1 fire/fire/fire blaster.
