Electric Armor and how I played
SNAP! I'm slowly levelling an Electric/Staff Tanker at the moment.
I found the Staff Mastery power Perfection of the Soul helped with the endurance issues. Also, I believe the self heal in Electric, Energize, gives a 30 second endurance discount too.
It has been fun, but personally, the most fun part was coming up with a character and costume package that let me tell little stories in my head as I fight.
Tanks can be a little bit slow to solo, but with IO's especially, Electric Armor has that wonderful layered protection of resists, self heal and defense. Plus, it looks cool, especially with the Thunderhead aura.
I've just hit 27, so the fact that I've just hit the sweet spot for the powerset is welcome news.

Lightning Field is picked up at 24 and slotted a bit at level 25 and fully slotted by level 27 when then it will be used as an attack if playing with Electric melee or an IO set mule for some of the older Electric Armor tanks. The new Electric Armor tanks outside electric melee skips lightning field altogether.

Under -Rechg conditions, you gauntlet less and you can taunt less. LF is a damage aura that goes unaffected by -Rechg. Aggro consolidation is better.
The Aura gives off a Mag 4 taunt to 10 targets, you're aggro considation is again higher. You're stacking threat with your attacks.
You're also doing the same Damage per End as you would be with attacks anyway. It is the standard 8.56. At any point in time whilst attacking you are stacking damage to your attacks. As with all AoEs the moment you hit more than 4 with them you're doing more damage per end than you would with a single target attack. More xp/time.
All Elec Armours have Powersink which can be used to gazump mobs endurance so they take themselves to 0 endurance quicker and force them to use their low tier attacks if alive long enough and so what might of been a long fight duration you might not of survived turns into a long fight duration you can survive because enemy dps is lower than it was initially. What Lightning Field can do here is help that by reducing enemy recovery. If you prevent any recovery then the enemies will reach 0 end sooner. For alot of Tankers, the mobs are dead before the mobs would of reached and fought at 0 end, this isn't always the case for me and I do find some breathing space for having lowered enemy dps. Mobs can stack mez effects and quickly the less endurance you give them asap the less likely their opportunity. Once their end is low the aura keeps it low, soon enough they might only have their version of brawl.
What I have seen with Elec Tanks with no aura goes along something like this:
Runs into mobs, misses with pbaoe attack, if used to begin with at all and mobs go for someone else who has affected them. Less xp/time
Tank has mobs grouped, does not manage to aggro control all of them, one of the mobs takes out the defender who is number 2-3 on the threat order sometimes, goodbye defender, goodbye debuffs, hello compromised team. Less xp/time.
Tank not concentrating, mismanaged endurance goes to low end can't gauntlet, mobs become attracted to somebody else that person gets it. Less xp/time.
Ambush happens, ideally Tank would pick up all ambushers if possible but fails to hit with initial attack, no gauntlet no aggro control, vital team member taken out. Less xp/time.
Brute on team is actually doing all the Tanking. The tank is a spare part, often without much sense as a spare part.
Scrapper, the leader in DPS is scooping up free ambush aggro better and dying. The DPS leader dead because the Tanker didn't do the job. Less xp/time.
Solo Tanker not at ideal xp/time setting because they couldn't kill mobs quick enough. Less xp/time.
But maybe for different people of differing skill, "Hero Stats" should do the talking. If I farm without my auras on then I know I am making less xp/time because I am killing slower.

I don't know many Elec Armours tanks that have skipped Lightning Field altogether. Out of the ones I think I have seen they weren't as good as they might of thought they were. I don't even skip it on my Elec/ Brutes.

Yea sometimes tank that dont know what they are doing can cause problems. I've seen those situations as decribed with tanks that have no aura. I've seen those situations even with tanks with the aura. Think it's mostly the player and what they do with their powers that control those situations.
I mostly solo though only teaming mostly in the early levels if at all, since most of my electric armor tanks started in prae where teaming is non-existant and later in iTrials or a SF/TF here and there but they all have lightning field for teaming for those extra very rare instances that I do team. The ones that never been on a team before and probably have no intentions of teaming at all dont have lightning field. I enjoy the journey to 50. At 50 most of the time the play time for them ends. Very few, (3 out of 23 50s) go beyond to the DA stuff and so far none of the up and coming ones will bother with it as I've became a little burnt out of the regularly ran iTrials and the DA arcs been done multiple times already.

If you were to run Herostats (which from what I understand you have absolutely no interest in running, which is fine) you'd see that Lightning Field would be one of your highest damaging attack, if not the highest. (With proper slotting damage fields are also very DPE efficient.) While it's certainly small ticks of damage, those ticks every two seconds add up; especially in a large mob. You can certainly continue to avoid using it, but you're missing out on a huge chunk of damage potential.

I can see the point about getting Lightning Field sooner, although lvl 24 doesn't take really long to reach so the problems stated might happen in just a few situations on the way to 24.
From an exemplaring point of view, it would only affect Positron TF since, having chosen Lightning Field at lvl 24 will count on exemplaring from lvl 19 onwards, it means that for anything relevant after Positron TF, Lightning Field will be on the build so I personally don't see that crucial getting Lightning Field sooner.
If the Elec/ Tanker while levelling perceives that Lightning Field is needed, can use the second build feature at any given time being TO's and DO's really cheap and can even design a second build at lvl 50 with SO's to cover up for Positron TF when exemplared.-
Some secondaries can also allow taking Lightning Field even later than lvl 24, but that'd be getting into particular powerset combos and not with Elec/ in general.-

Other kinds of guides that simply state what a power does are just putting in words what we can see on Mid's or in Combat Attributes ingame numbers.-

Electric Armor is probley my favorite Armor set in the game, because it does do everything.
My Main is my Tanker who sits at..
52% Smash/Lethal Def
38.5% En/Neg Def
30% Range Def
90%+ Smash/Lethal Res
70% Fire/Cold Res
90%++ Energy Res
56% Neg Energy Res
70% Psi Res
9% Toxic Res
*If the IO res mods goes live, he tacks on 3-8% F/C/Neg/Psi/Tox.. S/L/E also gain but.. their capped already.
Only thing I have found in the game to give me any sort of trouble, are NPCs with "cheat" powers. Like the Mag. 30 stuns in some of the iTrials, or when running +4/x8 and you aggro multi spawns together of certain types of NPCs (like getting 5 master Illusionist on you, who jsut perma hold you).
From my experience, you definitely wan the Lightning field, beside damge the taunt aura is fantastic. Definitely do not skip... However.... At low levels I wouldn't take it. You dont have the End to properly use Lighting Field at low levels. Its definitely something to pick up a bit later, like after you get DOs to help reduce the End Drain.
Definitely between Energize and Power Sink you should never run out of End, and as mention your immune to sappers. Most people attack and kill sappers first, with Elec you can leave them for last, because they just keep trying to sap you, and do nothing. Thier less dangerous then the other mobs around them to a elec.
Something else worth adding... I have seen many biulds of Elec shy away from slotting up thier Psi and Neg Energy Res. I feel this is a loss, Elec has one of the best Psi Res in the game, so why ignore it. Likewise, other then the Toxic issue, elec weakness is negative energy. I have seen many skip slotting this res saying its low to being with so why bother.
I haev the opposite approuch to it. Slot it up to lessen this weakness. As you can see above, I have mine up to 56%, thou this number is greatly lower then my other res its no wear near weak. Between the 38% neg Def, it greatly reduces the effects of this weakness.

I have found Electric Armour to be one of my fav armour sets I've played (I've taken Fire, Shield, Ice, Electric to 50 and taken Dark, Invulnerability, Willpower to over 35, I'm currently leveling a Super Reflexes. I have dabbled with the rest). It offers some very solid resistance numbers, a good heal, an endurance recovery power, recharge boost and damage aura. If you want to invest further then it is possible to soft cap them to Smashing/Lethal. It seems like a great all round set. My build on the beta server, which uses the new IO sets and set bonuses is a beast!

I took my Elec/Stone tank (45% S/L Def, Capped S/L/E Res, F/C in the 70s, NE at 46% res, Psi around 65%) into DA (on the beta server) and did some Banished Pantheon missions set to +1/x8. It was a breeze. If my low NE res wasn't an issue there, then it's not going to be much of an issue in a lot of the game. And if you're carrying 38.5% defense to E/N, then I doubt you'd ever notice it either.
There are much, much more productive bonuses you could be chasing. Especially when Elec Armor might see a drop in NE Res numbers when it comes to bonuses. Sets that offered NE res will now be changed to offer Eng and NE for a slightly lower number. Now, before you think about complaining, keep in mind the build you have now will also see an increase to it's F/C res numbers as well as those Psi/Tox numbers.

I havent considered deeply how the new changes will affect the Electric armor yet. It'll of course maybe affect the ones the older ones in the stable that already havea few IOs here and there. The new ones probably wont see any changes at all. When the new changes go live I will go and see on the older ones. From what I heard, the changes are good.

Electric Armor- A good resistance set that is resistant to most damage types especially energy damage.
At level 1-12 there is two power choices for the Electric Armor primary for tanks. The choices are lightning field and charged armor. At this level I always choose charged armor. Both of these powers cost endurance but I found for my play style at these levels charged armor is the better choice for me. It cost less endurance to run and it give resistance to smash lethal and energy damage. This energy resistance helps a lot with some or one common enemy foe at these levels between 1 and 12. I'm specifically talking about the clockwork enemy that is found especially in large number of missions and task forces on the City of Heroes side of the game. While most other AT do not have access to energy resistance and clockwork can be a pain to defeat, especially during Positron TFs where they are found in large numbers. With the electric melee I found clockwork to not be an issue at all. Their energy attacks are not that powerful even for an AT that have no energy resistance and with the energy armor resistance, it's even less powerful. The bosses do have a smash damage melee attack but the resistance usually mitigates this into a low priority when fighting.
Vahzilocks are as dangerous to an Electric Armor at these levels as they are to any AT, which is most, which do not have toxic damage resistance. To get over this I just try to defeat them as quickly as possible, especially the zombie minions.
As far as endurance is concerned, Electric Armor is not anymore nor any less endurance heavy as most tanker's primaries. Unlike Willpower, Electric Armor does not come with a quick recovery and or equivalent power. Without this extra endurance recovery power, endurance management and or budgeting are important. On the slots, I placed one endurance reduction enhancement in each toggle and one in each power that uses a good amount of endurance. My threshold is 8 point of endurance and higher and then the power will get an endurance reduction enhancement. Powers that use less than that threshold is slotted with accuracy first and then the other stuff such as damage, recharge reduction and in some cases such as Electric Melee, endurance modification and or stun duration increase. This type of slotting last until Single Origin Enhancements are picked up and or Power Sink is picked up.
Level 12-21
During the Dual Origin enhancement levels, endurance is slightly less of an issue but by this time a few more toggle powers have been picked up. Lightning Field at this time is still skipped as is Lightning reflexes, which is traded for kick or punch for the fighting pool power set. By this time I usually have a decent attack chain going that is accurate and isnt causing too much endurance issues. But I attack mobs the same way as before, which consist of going to them, attacking them and defeating them and then moving on to the next mob.
Level 22- This is when Single Origin enhancements becomes available and the resistance of the set gets a lot stronger, endurance becomes even less of an issue, and by this time, there is no trouble from any mob of this level and up to 26 at all. It is just the standard attack, defeat, and repeat. Also at this time I choose to pick up tough although I dont use it until it is slotted and depending on the endurance usage of the secondary, may not use it until after power sink is acquired. Some examples of this are when my secondary is Titan Weapon or something of the likes, and even War Mace. Lightning Field is picked up at 24 and slotted a bit at level 25 and fully slotted by level 27 when then it will be used as an attack if playing with Electric melee or an IO set mule for some of the older Electric Armor tanks. The new Electric Armor tanks outside electric melee skips lightning field altogether.
Level 26- This was the turning point for me on the Electric Armor. Power Sink is available and endurance problems become a thing of the past. I just make sure I manage endurance enough to not run out before power sink recharges which isnt long even if un-slotted. But the main thing I use power sink for besides bringing back my endurance bar to the full point, is a kind of control Enemy mobs with no endurance cannot attack. At this level, I crank up the diff setting even more and have no issues. If an alpha attack so happen to dent my health, energize is there to help, which also recharges relatively fast at these levels although not as fast as healing flames but more than fast enough for me.
Also at these levels, Freakshow mobs are starting to be seen for hero side and a little later for villain side on my electric armors. The freakshow now have a neat new relatively new, newer, newest, or something of the likes, boss named the Super Stunner. The other stunners are relatively harmless even without energy resistance, but this joker here can be a pain in the butt for those without endurance drain resistance. My electric armor has endurance drain protection and the energy resistance renders the Super Stunners useless enemy that can be ignored while dealing with more important freakshow such as Swipers, which are not too much an issue either especially with tough running (Weave is not chosen).
Level 30 and beyond- At this time, there was nothing much that stood in the way of my electric armor tanks. Everything from Carnies, Arachnos, PPD, Longbow, Freakshow, Arachnoids, Malta (sappers are useless against an Electric Armor tank), Knives of A. (Lightning reflexes helps tone down the slow effects of caltrops which is picked up around level 28 or so.) and so on. While not super strong in resistance to fire and cold damage, it is enough resistance for it to not be an issue, especially dealing with the CoT. Plus the times that it looks like I might get overwhelmed, Power sink is hit and most action and attacks ceases. While this may be counterproductive for some brutes, my brute had no problem building up fury anyways as the alpha usually got it there and the attacks from me got it the rest of the way so non-attacking endurance drained mobs didnt bother me. More importantly, tanks do not have a fury bar to worry about anyways.
Level 50- 50 was easy to reach for me, for some like the Staff Mastery tank, 1-50 went by too fast solo. It was fun set. Titan weapon was also fun as is Electric Melee. In the DA arcs, electric armor still doesnt have any issues. Most mobs do exotic damage with psi and energy being most popular. Electric Armor also have some psi resistance and those type of mobs, even the DA ones, are no issue, no more of an issue than Carnies or Arachnos psi damage dealing enemy types. All of my electric armors, even the brute, rolled through all the arcs with no problem.
While teaming is relatively rare for me, I have found the Electric Armor/Staff Mastery and the brute capable of holding the agro of most iTrials AVs without dying. The electric Armor/Staff according to the team performed the task if tanker very well in the UG trial. It was a successful trial. This was followed by a BAF trial and of course it was a good puller tank for the AVs. And Staff was good for preventing the escape of the prisoner portion too. The power that I call "the Toe attack of Death" is a cone immob. and is good for stopping a bunch of minions that get past the door. The Titan Weapon is able to kill most of them before they get 5 ft. from the door.

IOs- Some of the older ELAs tanks have IOs and all sets focused on +hp, recharge, a few recovery sets, and regeneration.
The new ones have no IOs and strictly SOs and do just as well.
