Build Up is something I use when I remember I have it.
Location powers (except Dimension Shift) are something I use as often as possible.

I can haz power swap?

How about giving the dom version of sleet (You know, double recharge FULL DEBUFF) in ice mastery since they get to keep their Fiery Embraces / Aims / Build ups then we'll talk.

Ha! Its even better than that. The recharge is only 50% higher, not 100%. Poor, poor Melt Armor.

Yeah, that's true, if the target is hit with both the first and the last tick of the rain (and the bug doesn't rear it's ugly head).

I guess the duration of the debuff is most accurately represented as a continuum between 30-45 seconds. Good point

I would not support a change of Build Up to Freezing rain in Blaster secondaries. However, if I was presented with a choice, I would probably take freezing rain. And that's on my Energy/Energy Blaster that generates more knockback than a drunken storm defender. On any other blaster it would be a no-brainer for me.

I'd swap any of my blaster secondary powers for Freezing Rain. Or, preferably, all of them. :-)

I would rate Freezing Rain is much much more powerful. Conceptually it has a lot of problems but that's besides the point of the question, yes?

I would trade my entire blaster secondary for freezing rain

Then I could be a ranged blaster with good survival

I want all 24 of my powers to be freezing rain. If they stacked and had defender numbers, I could solo AVs.

On second thought make them all toggles. With cardiac and a miracle that's doable.
