My Spines/Dark Scrapper is, well was, my strongest hero. Right now he is on the shelf because I had to let VIP lapse for awhile. He was completely IO'ed and +3 and could stream roll pretty much everything I threw at him.

Suppressive Fire. I can't log in to actually check, but (s)he has 5 slots of Lockdown set + the 6th slot Lockdown SBE proc. She's 44 so I don't remember the levels but I'd imagine the levels are all 40+

No hasten and about 30% global recharge bonus.

I was actually thinking of swapping to Basalisk's gaze for less ranged defense but more recharge but now that I know recharge affects the proc, I think I'll stick with Lockdown.

I've never been a +rech junkie so I may even go back into the build and get rid of some of those bonuses for defense, damage and regen instead.

Right now, you have around a 72% chance for it to activate.

In I24, two things will change: slotted recharge will affect the final number, and the PPM rate of the proc will increase.

Assuming level 40s and all five Lockdown non-procs, you have about 83% recharge slotting.

The current Lockdown Proc is 2 PPM. The current plan is for all PPM values to go up about 25%, so that would increase to 2.5 PPM. The new forumula for the proc's chance to activate is:

PPM*(enhanced cylce time)/60

The cycle time of Suppressive Fire with 83% recharge is 1.67s (cast time) + 20s/1.83 (recharge time) = 12.6s.

Plugging that back into the formula above, you'll have around a 52% chance for it to activate.

Well, holding bosses half the time is still pretty good...and *idea*, I could put the Devastation chance to hold in there too...but I'd lose out on ranged defense...still could juggle around some slots, knock Suppressive Fire down to 5 slots (with 2 procs) frankenslot it and make it up somewhere else...honestly I only 6 slotted it for the bonus + the high proc. Might turn out better this way...and I shouldn't need to buy another proc on the market.

Even worse those bastards have deprived entire generations of the opportunity to see major waterways catch fire. There are few things as awe-inspiring and as vivid a testament to the awesome capabilities of humans as seeing the surface of a river burn.

Don't get me started on the lake near an old copper mine that was a clear crystalline blue all the way to the pristine rocks and mud of the bottom, no scummy plants or animals clouding its purity. i could see all the way to the bottom even in over eight feet of water. Now I understand stuff has started to grow and cloud the water. Almost certainly because those EPA scum encouraging the growth of pond scum. Jerks.

I'm not going to argue against you. This forum and especially this thread isn't the place, but more importantly, the truth of the matter lies somewhere between our expressed viewpoints. For as much good as the EPA has done, it has done its share of bad. The pendulum can, and most certainly has, swung both ways.

I tried my luck and made a Brute build to see how close to Claws Tank build. Here is what I figured. What do you think? Oh there is still 3 slots lvl 46 left to place where would you put them and what would you slot in them? And looking at this build has quite the recovery.
