Quick beginners question!
You earn Paragon Reward Tokens in one of two ways:
1) You'll earn a token for every month you subscribe as a VIP.
2) You'll earn 1 token for every 1200 Paragon Points you purchase for use in the Paragon Market. (You'll get a bonus token as well for your very first Paragon Points purchase of $5 or more.)
You get ONE for free, just to start, and you need a total of two Paragon Reward Tokens slotted to be able to use Broadcast chat and to reply from tells. You'll also get the ability to join super groups and use the in-game email system (which I might add now allows you to mail inf and items between characters).

Did you only play a trial before, or had you actually subscribed? If you were subscribed ever, you should already have at least one additional Paragon Rewards Token, using that account.

Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.

So I will not be able to talk to people unless I pay basically?
If you were a previous subscriber, with more than three months' subscription under your belt, you will be grandfathered in with at least two tokens, which unlocks tells. It requires five tokens for global channels.
If you made a new account for some reason, then yes, you are on a glorified Trial Account.

LFG won't be a global channel, it'll be a server channel like /help.

Subscribing for even one month at any point in the past will be enough to have an additional reward token.
Basically, if you have ever given the game money at ANY time in the last 8 years, you are automatically a Premium player.

If you played before, use THAT account to play and you'll be almost guaranteed to have more stuff unlocked already.

^ This.
It's hard to believe that if you did play before you don't have the rewards tokens you need. It's possible, but you had to basically just buy the box and play for one free month to do it. So the most likely case is something is wrong.
Check your reward tokens. Log into your character in game, and select Paragon Rewards from the Menu. If you only have one token, you made a new free account by accident, and you'll have to try to remember your old login name and password. NC Soft support can help you recover a password.
If you have 2 to 4 tokens, then I think you can use /tell to talk to folks, but you won't be able use broadcast or the global channels. You played for one month before, or had a six month subscription or less. This is unfortunate, but to reduce potential spam they do prevent you from using a few channels. Two to four tokens isn't bad though, as /tell is a big deal, and the newer global channels aren't strictly necessary to play the game.
If you have 5 or more tokens, you should be able to use any form of chat. If you can't, and the players on Help can't figure it out, contact support.
Regardless, everyone can use the help channel. (Use /hc in the chat box, or clicking on the Help tab usually switch you by default, although it's possible to configure your chat so it stays in some other channel.)
So you can use the Help channel to ask questions about your rewards and such, and you can also use that as a "broadcast" to talk to folks, get teams, etc. It's not impossible to play with low rewards, just slightly sucky.
Also, /r (lat I checked) lets you reply to tells as a freebie.

With the launch of Issue 23, the supergroup restrictions are being removed, so that won't be an issue, for whoever it was that brought it up.
@Roderick
Having a boxed set prior to Freedom's launch granted a token. So ANY account that was more than just a Trial would have enough tokens to chat.

The first Valentine Event coincided with "Buddy Codes", which allowed an account to get started subbing without a box code. If one of those accounts never applied a box code, they would not have their box code token.
So yes, the vast majority of accounts will have a second token. Some may not.

Hello everyone I've just come back for quite a long break from City of Heroes... About 2 or 3 years actually, and many things have changed.
For example it isn't letting me talk in broadcast or send people tells because I don't have enough merit tokens or something?
How do I get these things??
