Old Fire/Fire Blaster Needs An Update - Build Help Please!
Here's my build.
Scratch that. I'm not even going to post it. With 4.5 million inf, you would be hard pressed to even buy generic IOs for your character.
You're going to have to slot SOs, as they are the only thing you can afford at the moment.
With that in mind, no sense in me posting my build until you have about 200 million. You'll likely need at least 25 million if you plan to buy crafted IOs.
Don't despair, though. A lot of people have been where you are, returning to the game with an inf shortage. I only had 23 million in inf when I first came back, now I've got billions. Just takes a little time, and a good bit of planning. (and some love from the rng probably helps more than anything. )
For now - keep the SOs you have in your build. Team up as often as you can. All your generic recipes that drop - and the salvage you get to craft them - don't. Sell your generic recipes. Many of them will provide more inf than the cost of purchasing the crafted IO enhancement.
Take a moment and look at the market. Scope out the recipes for IOs that you think you will need for your next build. Rome wasn't built in a day, and unless someone gifts you with a billion or so, nor is your blaster.
For starters, pretty sure you will want 5 LotG 7.5% global recharges. They will fit in powers your fire blaster will want to have.
1 in Combat Jumping
#2 in Weave
#3 in Maneuvers
#4 in Frozen Armor (or Scorpion Shield if you go redside for patron pools)
#5 in Vengeance
This means you're going to want to first - do ten hero tips and the hero morality mission, and then do SSA's for the hero merit option. Keep a record of the date and time, and after a week, repeat your favorite one.
Do more hero tips.
With the hero merits, you can buy enhancement converters, and you can convert Crafted Red Fortune enhancements to Luck of the Gambler enhancements. You may get lucky and get an LotG. If you get something else, sell it. It will sell for more than a red fortune. Sooner or later, the rng will show you some love. Converting from the same set is a 1 in 6 shot - at 3 converters a go, I don't like those odds.
That's a lot of terminology to throw at you. Take some time and look at the market forums for further illumination. I don't have time to be more clear. Sadly, the above process seems daunting to most - if so, I hope you get some love from the rng, or your sg buddies. If you're still looking for friends, hope you find some.

How far up the Reward Tiers are you?
That can make a huge difference as to how much Inf you can earn (if you are already over the cap for your tier it just keeps you from earning more until you are under the cap), what types of Enhancements you can use, how much Auction house access you have, etc.
Since your name is in white currently, that tells us that you are not currently a VIP, so the Reward Tiers would have a large impact.

Honestly, I've got to say "Why is your old build 'redundant?' " What are you not happy with about it? A fire/fire blaster is *STILL* going to go in and melt face fairly quickly on SOs. You're 100% about damage.
Asking for help here, you're going to have people insisting you need perma-something, softcapped this-that-the other, all powers recharging within a quarter second of use. You don't. They can be *nice,* sure - but the game is *still* built around SOs (barring Incarnate stuff, where you'll want level shifts and such for the higher trials, but as a non-VIP, you're not getting into that anyway.)
Assuming you can use IOs (again, how high up the reward tiers are you,) about the only IO I'd say "Get now" is fairly cheap - moreso if you also have AE access and feel lke burning some tickets after burning some mobs. And that would be a -knockback IO - either from Karma or Steadfast Protection. (Alternately, you can try to get the one from Blessing of the Zephyr, but it tends to be more expensive, and slot it into Fly.)
Side note, if you're using Mids, grab Titan Sentinel from the same place (cohtitan.com) - it has an option, once you're in game, to grab your current live build. You can copy that here and point out what you like, don't like, or think needs changing as well.
Last, if you're not sure about some build change and want to give it a test drive, go to a trainer and use the second build. You won't be sharing enhancements - it'll be like leveling up another fire blaster from 1-50 at a trainer - but you can try it out without having to load test or sacrifice your current build.
One thing about Ukaserex's recommendation about using hero merits- they are available via the Alignment system. So to use them, you will either need to buy the alignment system in the Paragon Market, or find a new/unused box copy of going rogue and add it to your account.

Just reinforcing what Memphis Bill said about SO-only builds being quite acceptable. I was a long-term casual player before going idle awhile. Came back, like you, due to the ability to play free, and found that my IO builds weren't usable. I VIP off and on, so I didn't want to nuke those builds, so I started using the secondary build option to do SO-only builds, and frankly I'm surprised at how well they hold up.

I think the best thing is to play for a while, get some inf built up and then respec again to slot in the new enhancements. As long as the build doesn't have any stupid mistakes in there then that's good!
I'm not sure if anyone mentioned it but you can start selecting power from the APPs at level 35. You'll only be able to pick one power from the pool you end up choosing at level 39 I just think you should be aware you have the option to start working for Hibernate or Rotp.
On a SO only build I don't think the fighting pool is a great choice, I certainly don't think you should invest in Weave. You've got maybe 6% def with that build, you're not getting much help with that power pick. There is a big difference between having a lot of defense and very little. Since you're going to be stuck in the very little category without IOs or the right teammates you should avoid using power picks on things like Maneuvers and Weave.
The travel power pools have had new powers added to them since you were last here. The jumping pool has shield charge like attack, the speed pool has power that will automatically recharge all your powers. If you're not aware of these new powers take a look at what's offered.

So don't forget, while yes, you can take more powers - you don't get any more slots (/technicality - aside from the pre-placed ones in the fitness pool.) It *can* make converting an older build more tricky.
Should you eventually go the IO route, look for stuff you can be happy with with, say, a dual IO (say, Jump/End or something,) or stuff that works just fine with just the default slot.
(I have yet to redo that fire blaster, yes. OTOH, I've got another on another server, lower level - much easier to tackle then.)

I've recently returned to CoH, due to being able to play free, and it looks like with all the changes my old build is now redundant. I haven't played since around I14, so obviously a huge amount has changed in that time. I've done a quick build in MIDS up to level 39 as that's my current level, but could you please help me out with the build so I can play effectively again?
I haven't slotted yet as I need to get the basic build down, but I also only have about 4.5 million inf which I gather isn't enough to do much with these days? Also I've taken Fly as I like the power and it fits in with my idea of a character, rather than anything else. Any help appreciated. Thank you.
EDIT: I should add I've had a look at the guides and there doesn't seem to be one more recent than I16, so they aren't much help.
