I'm throwing Dr Aeon into the pot for consideration, less because I think the character might be attractive and more because if this were a movie I can easily see that role being played by Neil Patrick Harris.

We need a few dudes as slutty as folks like Mother Mayhem to equal things out. Typically, I would not support such an idea... but since boob-toons like her aren't going away, the Devs might as well play fair. Also, I think we need at least one GLBT character in-game... I don't think the Lore makes anyone officially fall into that category.
Unfortunately that's how the cookie crumbles in comics, and even greater fantasy in general.

More emphasis is put into making female characters attractive, than is placed on making male characters attractive.

There are of course exceptions.

Why limit this to NPCs? I offer as evidence Justice server's sexiest tank.

I used to fiddle with my back feet music for a black onyx. My entire room absorbed every echo. The music was . . . thud like. The music was . . . thud like. I usually played such things as rough-neck and thug. Opaque melodies that would bug most people. Music from the other side of the fence.

So, a VERY loose tallying of the votes so far... this includes folks agreeing with others even after they have cast a vote. It removes a good deal of the "obvious" jokes. If folks really did vote for someone I missed, lemme know. This is more for information than to find a winner, per se. After all, the real prize is just seeing these hot pixel-dudes in-game anyway.
