There's no slider or dropdown. When you talk to the pillar, it opens a window with a bunch of bars that say things like "Protector of Innocents (1-14)" and so on. If you click on one it will expand to show all the available missions in that bracket.
There is a scrollbar on the right. It's possible that it's defaulting to the bottom of the window. If that's the case, just scroll up.
If you're actually not getting any access to the other brackets, I don't know what to suggest; I'm in the middle of doing a mid-level flashback right now, and I had no problem selecting it.

That's the trouble, when I click anything that is not from the Hero of the City category (45-50) nothing happens

Regarding your issue: It will actually let you start 45-50 arcs? Or will it not let you start ANYTHING? Have you confirmed that you are not in task force mode or AE mode?
P.S. Does account status (i.e. Free/Premium/VIP) have an effect on doing Flashbacks? I don't recall any mention...

How did you level up the character from 1 to 50? I was wondering if you've run into the same issue as this person.
