Is Radiation Emission still great for AV/GMs?
If it's been a while since you've played, you might also want to check out cold domination.

Follow-up question: do the "big 3" toggles on a Rad Emission character stack for multiple characters? I.e., if two Rad Emission characters use Lingering Radiation on the same target, do the debuffs stack?

IIRC, NPCs have a hardcap on their regen, resistance and defense just as players do.
Either way, the more rads the merrier

I'll admit I haven't done exhaustive research on the topic, but I did look at other Defender powersets but nothing jumped out at me as being better. What am I missing?

Depending on how you like to play and what things you're doing, you may prefer some of the features from the other sets. For example, Radiation isn't particularly effective during the prisoner escape phase in BAF, but Sleet and Tar Patch are great for slowing down the minion escapees.
There's more to powers than just their raw numbers.
Thermal gets an AV-killer as well. It's otherwise outclassed in buff territory by Cold, but it just about as effective against AVs.

For the most part, all debuffs to stack. So let's say you're a Rad defender on a team that also has someone with Sonic, Thermal, Cold or even TA - and a mix of other ATs and whatnot - you will still be melting stuff.
If you're looking to take down AVs or GMs, then you will probably need a more specialized build.
Oh, and as far as Rad toggles using endurance - yea... they do... but there are ways to mitigate that - either with other teammates (kinetics, empathy, cold dom, etc), blue inspirations and/or you can get a Recovery Serum temp power that boosts your end recovery. There's also a SG Base empowerment buff that does so as well.
Bottom line, you can't go wrong

The other thing about Rad is that two of the big debuffs are toggles. These consume end and will turn off if you're mezzed, while some of the debuffs from other sets (Cold Domination, Traps, Dark Miasma) are either clicks or clicked patches (Heat Loss, Sleet, Freezing Rain, Tar Patch) which are fire and forget.

Prior to incarnates i wouldnt mind that someone has no heal or rez, but...looking at the trials (especially MoM), both are good arguments.
Love my new rad/sonic rly hard

Since my attacks debuff, the anchortype of the debuffs is fantastic. For normal fights i just put the enervating field on the mobs and debuff via blasts.
Rodion is right when he says that numbers dont tell everything, but rad is such a swiss army knife- you cant go wrong

On the "how many debuffs to cap" question, it depends on the attribute and the target but in general terms against AV's and GM's the answer is "more than you have" since those enemies all have strong resistance to debuffs. A team full of debuffers is easy mode and can crush anything in the game... I've had SG superteams that with 6 members could crush the Crey's Folly GM version of Jurassic in 30 seconds at level 32. That same team crushed Lusca in IP in about 3 minutes at level 22.
Long story short while other sets are as good in some areas Rad is still a supremely capable choice with no real downsides. I've a Rad/Rad defender, Ill/Rad and Fire/Rad controllers all at 50 and they're all very effective.

Any set that contains the trifecta of -resists, -damage, and -regen will do just fine.
Sure, we could sit in our armchairs and argue over whether the Cold, Rad, Thermal, or Traps defender is the best AV/GM killer. But in the time it takes for us to do that, all four have each pwned an AV or GM or two. Heck, maybe even Dark and Time, with their smaller -regen debuffs, will have pwned an AV or GM or two as well.
So AV/GM performance shouldn't be the only deciding factor. Plenty of sets can do it. Pick the one that suits your concept or playstyle.

We just didn't have the sustained damage output to beat the healing done by the greens mitos* or the survivability to keep the team up long enough to whittle them down**. We did dinally kill one blue mito before giving up, so it might have been doable, but we were running short on both time and EoEs.
But Hami cheats, and ignores half the mechanics in the game. Everything else was a cakewalk.
* A "greens first" strategy worked well on a recent troller/dominator LGTF we did and might have been better.
** An all-empath team would probably have a shot here. Capped regen is one buff that Hami can't simply ignore.
Radiation Emission was bugged for a while meaning that it's debuffs didn't suffer the resistances that the debuffs from other sets did. So it was overpowered until they fixed it (which they did). Now its debuffs are on the same level as any other.
In terms of the whole set being "great for AV/GMs", it depends on what you're talking about.
If you're talking about solo'ing AV/GMs, the answer is yes. Debuff-intensive sets tends to be great for solo'ing tough content because almost all of the best buffs can't be used on the player themselves.
If you're talking about teams going after AV/GM, it's a completely different story. The purple patch will halve the effectiveness of debuffs on a +4 AV/GM. The AV/GM resistances will reduce that even further - you'll only be getting 15% of the return on most debuffs. So your -resistance debuff is only worth half what a comparable +damage buff would be worth and your -defense debuff is worth about 1/16th of a +hit buff.
The main value of Radiation in a team AV/GM fight is actually Accelerate Metabolism. AM is a solid buff, but it's not really up to the standards of 'buff other' benefits like Forge. So Radiation Emission would end up in the middle of the park. It's better than pure debuff/control sets like Dark, but worse then pure buff/heal sets like Thermal and Pain.

This doesn't mean that it never happened, but it seems to me that this is something being pulled out of some nether region (sort of like Beu's sonic assault comments in other threads.)

But let's say that there are no other buff/debuffs around except for what the Defender brings.
A +95% slotted attack that receives +30% damage would be increased by ~15.3%. The same attack hitting a 30% resistance debuffed target would be increased by 15% after the purple patch.
There's a reason that Radiation is probably the most popular secondary for solo Controllers. And there's also a reason you never hear anyone desperate for a Radiation Defender when they're running Statesman.

Many powers with regeneration debuff effects are now resistible by non-player entities. Powers effected are: Radiation Emissions 'Lingering Radiation' and 'EM Pulse' Poisons 'Envenom' Robotics Assault Bot 'Plasma Blast' and 'Dual Plasma Blast' Electric Armor 'Power Surge' Trick Arrow 'EMP Arrow' Electrical Master 'EM Pulse' |

It has been some time since I played the Rad primary set for Defenders. The last I played it was some years ago when Radiation was the rage as it was the go-to powerset for dealing with all the AVs and GMs who had ridiculous regen stats.
I'm looking at rolling up a character that will really help with bringing down AVs and GMs. I recalled Radiation was great at this at one time, but before I jumped into the boat again, I wanted to hear from the community if it was still good at this. I haven't paid attention to the powerset for years and don't know what changes have come along that may have changed the power behind the powerset.
