Uh... er... hm... If you're a badger, wouldn't switching to full Hero temporarily be acceptable? It's worth a badge and everything.

Though with the dev's habit of constantly adding new badge missions to both sides, badgers tend to get forced to switch periodically anyways.
Last I checked, the new DA will be co-op. Therefore, alignment won't matter anymore.

Didn't the move all the Galaxy City badges into other zones, as well as leaving them in the echo?
In any case, we've had zone revamps before, and they didn't remove the badges that had been there. Faultline, for example. Galaxy City was a bit different since it was actually removed.
However, I could see them moving existing DA badges simply because this new DA will be far more lethal and high-level than old DA. But they wouldn't strictly have to.

Welp. Between someone posting a list of 8 new Explore badges, and a copy of a character I had logged out in DA logging in to Echo: Dark Astoria, I think it's safe to say that the OP is correct:

Maybe you're just not saying something that you meant to, but what you posted does make clear that the old badges are not in the new DA.
8 new badges could be in addition to the old badges and all still in DA. See: Faultline.
Logging out in DA and logging into Echo DA doesn't really convey anything relating to whether the old badges are in the new zone or not. It could just mean that they relinked the existing (original) zone such that it's now the echo.

I'm sure people will complain when i22 comes out that their rogue can't get the old DA badges.
All my rogues have the old DA badges. 
I don't like waiting til the last minute.
I don't like switching sides just for badges, it requires an extra run of tip missions to collect on the SSA AMs. So I keep heroes as heroes, villains as villains and the rogues I have I try to make sure they can get all of the badges they can.
H: Blaster 50, Defender 50, Tank 50, Scrapper 50, Controller 50, PB 50, WS 50
V: Brute 50, Corruptor 50, MM 50, Dominator 50, Stalker 50, AW 50, AS 50
Top 4: Controller, Brute, Scrapper, Corruptor
Bottom 4: (Peacebringer) way below everything else, Mastermind, Dominator, Blaster
CoH in WQHD
Just a reminder: If you are a Rogue and don't want to be a full hero, go get your Dark Astoria Badges before the zone is only Accessable from Hero Side Oroboros.
Before you know it, i22 will be out!
