Do you solo bosses?
My Warshade can solo any enemy group he's tried on 54x8 with bosses, but the sticklers (Malta, Arachnos) get difficult when I'm just trying to finish a mission, easy mode for him is 0x8 with bosses turned on.
Leveling up new characters is a different story. I have a Dark/Dark defender in the 30's who I'm working on and he's best suited for 0x3 with no bosses. When I leveled up my Fire/Mental Blaster, it was +1x2 with bosses most of the time. Basically my difficulty changes based on the character I'm playing, I would never say that I absolutely do or don't leave bosses on or off at all times.
Granted if I'm just stealthing some tips for the quick merit, everyone turns it down to -1x0 no bosses, no questions asked.
Bosses on ASAP. It's one of the basic things I do when setting up any new character, just like setting my chat channel colors.
Melee sets yes. Blasters yes. Low level support characters not often, they just aren't capable until higher levels with better enhancements.

I have a vague recollection of actually being on a mission solo.
Typically, aside from tfs and incarnate trials, I don't even do missions. I think at level 40 is when I get Tina Macintyre as a contact, I'll solo those AVs as EBs for my squishies and tanks, but my scrappers take them as AVs.
By using DFB to level 10, I do Positron, parts 1 and 2, then synapse, and then Sister Psyche. I do have to do a Moonfire to get to 25 so I can do Citadel.
Then I'll do Hess to get closer to 30. Sometimes, I make it, sometimes I don't. If not, I'll do the respec tf.
Then I'll do Manticore.
If I've been able to speak to the latin student without having to run the arc, I will probably go to Croatoa and solo those arcs - as the defeats are part of getting the Geas accolade. And, I fight bosses on most toons - except on defenders and the controllers that don't have pets yet.

As for bosses, I turn them on as soon as I remember they need to be turned on. Usually by level 5-6.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

Soon as i reach level 5 i turn them on. I find that the main problem they cause me low level is the mez effects, to which i usually carry a break free until i get proper protection.
The ones which i dread facing though low level? Those lead shockers . . . . . . man those things hurt.

I have mine turned to Lt. I am planning on switching them back to bosses. At low levels, bosses are a huge pain. But my characters are all 20+ now and I find that I miss having the mission end being something special. An lt at the end is usually easier than earlier spawns.

I know you can get better exp with higher setting and no bosses but I just like to beat up bosses. It gives me a sense of accomplishment. lol
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
I turn bosses on at level 1. Yes, sometimes they are a pain, but I find the game easy to a degree that's unsatisfying to me without them.

Had a solo AV hunting Ill/Kin Controller, pre-Incarnate, too...but dang, that was an expensive build! And of course, prior to the I5 nerf, D3s could solo AVs rather easily...
Never turn Bosses off, ever. Yes, sometimes get my butt handed to me by mezzing Bosses at low level. Gotta take the bad with the good!
