I logged in and back out with no change. I restarted my computer, repeated the process, and no change.

Hate when that happens, but it's pretty easily restorable. (Loading up game since I don't remember how to do it off the top of my head...)
Okay, so basically, create a new tab (doesn't matter what channel you put in there, it's a dummy tab), then right-click it, and select move to Top (or Bottom, not sure which it'll say). That should create the second pane, and from there you can reshuffle/recreate your tabs accordingly.

Hmmm.
There's a command line to reset your ui... but I think you'd have to have it saved first. Which I did when there was that bug a month ago that routinely messed everything up... but I'm not remembering the reset command now.
I do know what you're talking about though, it's annoying. Can't think of what else I might have done that fixed it though.

My friend (as you can see) suggested that I deleted the tab which is totally viable... but that tab was kind of always there, and did not function like other "tabs" which I have added, ie: I don't want another "tab" on the top. I want the "bottom half" back, which seems to be the purpose of the "add tab" function.)

EDIT: Never mind. That obviously wasn't your issue.
Check to see if one of those many tabs is the one you want for your bottom half. Drag it to the midway point of the chat window.
If the tab you want isn't there, create a new tab, and drag it to the midpoint of the chat window.
As an alternate method, if you have a different character with the same chat setup, log on to that character and type /chatsave then log back onto the broken character and type /chatload

My 1st time playing, I accidentally deleted the bottom half of the chat box. Only I didn't realize it until I made a 2nd toon weeks later.
By that time, I'd gotten so used to having just the one pane, that to this day, the 1st thing I do when I make a new toon is delete the bottom pane and right click the main tab to add all the 'now' missing channels.
I've taken to creating a tab with nothing but team/tell chat, so I can flip over to not miss anything in the heat of battle with XP flowing.
Needless to say, I knew exactly the issue you spoke of, glad it's been resolved for you.

Buaha, this was a ditzy mistake I had yet to make since I began playing the game (and there have been many others, believe me.)
Needless to say I was taken aback- I didn't even know the bottom half could be deleted.
By the way, Gob, I think that my computer may be conspiring against me this evening. When I returned to this thread, your initial posts and Organica's second post were not displaying for me.
I now understand why you felt like chopped liver- I'm sure that your solution was just as viable as reloading the configuration from another character as Roderick suggested.
I hereby spread my gratitude out equally amongst all responders!

To go with it, I also recommend that you use /wdwsave on the character you /chatsave on, so you can also use /wdwload to make sure all the tabs end up in the same place.
Also good if anything happens to mess up our chat windows. Such as using a different resolution screen or something - note these commands save to/load from files stored on the computer, so switching computers will leave you without the files.

I may or may not have hit some wrong buttons. I was pretty preoccupied what with the holiday and all... But the point is that the bottom half of my chat UI is just.. Gone. I accept full responsibility for this predicament.
I can't view my sent or received tells. I can't view team or league chat. All I can see is what I have equipped in my many "top" tabs, like chat channels, local, broadcast, etc. My chat UI is nothing but the "top half" of my chat UI.
I hit "reset windows" in the options menu. All that did was close my extra trays, minimize chat, and when I drug it back to my preferred size.. It was still broken. Surprise. Way to reset chat, COH. Anyways.. Rabble rabble, someone help me.
