I'm a VIP player and I'm trying to get one of my friends interested in CoH. The problem is she only wants to play a mastermind and she doesn't want to buy it until she knows she will like the game. So I was wondering is there a way to gift her the mastermind class?

Not within the mechanics of the game/market - you could always just give her £10/$15 so she could buy it
As an added bonus it would get her two reward tokens that will unlock things like most of the non-global chat channels, tells, ability to join SGs, trading, etc.
Edit: Or for the same money you could buy her a month's VIP sub so she can see all the neat stuff and then decide if she wants to carry on afterwards.

The only way I can think of is if you create the account for her and pay whatevers needed to get it to the point you want then remove your credit card details, change the email address linked to it to hers and give her the details. Then if she wants to go vip she just has to add her own payment details.

The "different country" thing is a whole other bucket of issues due to the way the NC Store is set up.
Prior to the new model, I asked the billing team if there was any way to gift someone subscription time and was told there was not a way directly, but that I could purchase an NCSoft game time card and give it to them (or just pass along the number). I assume that still works (for VIPs), but finding the cards has become more difficult despite the fact that I buy them all up whenever I find them (mostly at Best Buy stores).
I was hoping that we might have more options with the introduction of the Paragon store, but no such luck so far. I'm hoping they can find a way to overcome the security concerns and allow us to buy VIP time or points for friends. I'd really like to be able to help out RL friends who fall on tougher financial times and in game friends who do particularly great things for the community and my gaming experience.

The current prices they list are $22.50 for the 60 Day US card, $16.99 for the 30 Day US card, $26.99 for the 60 Day EU card and $15.99 for the 30 Day EU card.
I've bought from them in the past and had 0 problems with the purchase or receiving the code. The code applied easily on the NCSoft site once I logged into my account.

Some have only the US cards, some have only EU cards and some have both. Some are digital delivery which means no shipping charges, you receive the keys in a short amount of time and you can then email them to your overseas friend if you bought the correct card for their account.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Can't you convince her to try the game with another AT? She doesn't need to play it for long, just long enough to get a feeling for the game and decide whether it's worth shelling $15 for the MM.
