but that plan was based on getting tokens at the same time as you make your subscription payment, which is currently borked. Therefore they are deciding what to do about it.
So, if you don't like the temps, and you don't want celestial armor, hold onto your tokens and see what they come out with later.

Your wish has been granted.
You don't need to buy any of the consumables in Tier 9 in order to buy the Tier 9 VIP stuff. I bought the entire Celestial Set without buying anything from Tier 9, and intend to save up future Rewards Tokens to buy the next set that rotates in.

Since you spent reward tokens earned by spending money in game to get those costume bit's I'd be rather shocked if you no longer had access to those costume bits if you dropped to premium. That said you would not be able to get any new tier 9 VIP items that were added if you remained at premium level.

Once you have filled in all of Tier 8 and unlock Tier 9, just think of the Tier 9 VIP slots as just 3 extra options for reaching Tier 9 and having a subscription. Don't think of them as another Tier.
