I just ran a test:
I'm a US account holder on two accounts. I used my code on my main and it went through (yeah me I know :-/). I pasted the same into my 2nd account and it tells me the code has already been used, which I know because I just used it. I went back to the FB page and clicked the "International"/EU flags (making their background turn red) and toggled the code. I copied That code and pasted it into my account and got this:

You can't use the supplied serial code.
The supplied serial code is valid, but it can not be used to create a new account and it can not be applied to any accounts you already have.

I Hope that this is possibly some of the people's problems on here, but to reitterate make sure that you have the correct flags highlighted and that the code's subtitle states your region (US/International).
Another troubleshooting thought...
I did try this using Google Chrome and IE7 with all of my security features intact including popup blockers, ad blockers, etc. Since this is a Flash object, then you may want to right click the object and make sure that you aren't somehow disabling it that way. There is an internal update function in the Flash settings using the right click if perhaps you just don't have the newest version (but I dont' think that's an issue).

I ended up generating about 20 codes last time and tried to offer them up on the forums for those not interested in using facebook but I only had one taker. Not sure if they will still be active.

EDIT: I wasn't thinking about it, but the Like button it's talking about is the City of Heroes FB page, but if you'd already liked the page before, then there's no reason to unlike/relike it. |

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

EU and NA please grab both your EU and NA codes use the appropriate one for your account, and you can swap your alternate region code with a player from the other region to obtain a second code for your region!
Me: EU (Mine) NA (Spare)
Friend in NA zone: EU (Spare) NA (Theirs)
Swapped...
Me: EU (Mine) EU (Their Spare)
Friend: NA (Theirs) NA (My Spare)
2 players 4 codes 
You 'could' also gift these spare codes to the players who refuse to set up a Facebook account for their character, let alone themselves.

I did all the things mentioned before, secure browsing (wasn't enabled at all), clear cache and cookies, deleted temp files, restart browser, just everything and still I get "loading code".
I tried it with Internet Explorer and Firefox...

Remember - in order to properly apply them to your game account, you'll have to be logged off (ie: not logged into CoH while you're trying to apply the code)! My friend ran into this issue last night.
I didn't notice the flags so initially generated an international code (cos I'm in the EU) which wasn't compatible with my US account. I got the US code and applied it fine, but if anyone needs/wants an EU code I'm assuming it's still valid and usable:

A friend of mine got a code and as he already had t from the previous promotion, gave it to me, now I try to redeem it it says that code is no longer valid ((

I'm really disappointed that Paragon Studios insists on doing give-aways exclusively off the main site. THIS is the CoH community, FB and Twitter should be supplements only.

I'd just create a crap FB account if I didn't already have an actual account, just to get to promotion. The only real piece of info you need to make a FB account (AFAIR) is an actual email address. Everything else could be fictitious.
Either way, it would be worth time (jumping through some hoops on a 3rd party site) or money (PM Points).

Then again, if it's clear that both parties' time will be wasted on this, then maybe Paragon/NC Soft should consider a better platform for spreading news about CoH.
