To me, a lot of it has to do with "have they gotten a significant number of the easy badges?" Do they have a fair number of of the expore zone accolades? History badges? Have they done most of the TFs? Have they earned any Flashback badges? Do they have a fair number of defeat badges? Any history badges beyond those for accolades? If the answer is "yes" to *all* of those (as appropriate by level), then I'd call them a badger.
If you are level 50 and *don't* have Task Force Commander, I suspect you aren't a badger. If you are level 35 and don't have Gearsmasher, ditto. I might be wrong . . . everyone plays the game their own way . . . but the way *I* badge, I clear out the low-hanging fruit.

Personally I only have one main badger and if you looked at any of my other characters you couldn't tell that I was into badging.
