Remember VIP Headstart = final beta testing pass. Or maybe a GAMMA testing pass. Basically everything is up and running for real. But they want to keep the population limited in some way because things might still go wrong.

I'm seeing a limited population right now? Holy Server Queue, Batman! I don't know if the servers can handle any more players. Most of them are grayed out red with wait queues whenever I login to the game.

Indeed, server reads as "red lining" and when I get in, it's a ghost town all over the place.
Ah, okay. That explains why each server's status changes so arbitrarily from moment to moment.

This little post mentions nothing of the VIP Head Start. Just the release of Issue 21: Convergence. Hence my confusion.
