Dark/Dark Tank Build Questions
I skipped both of those on my dark/dark also. I skipped OG because I don't take powers that hurt me. I skipped ToF since it's single target. If I'm only hitting one enemy, I'd rather be going upside their head. I did take Cloak of Fear, though. (Dunno if you did or not. I don't have Mids so I can't see the build.)

I have no idea why you are appologizing the data chunk is good on these forms sometimes. Couple of things, I have no idea why u have 2 def IOs in maneuvers when it is a hi end hog, and u could of put in a few LoTG in there to help with recharge and end. Second off you look like u was trying to SC both targeted and positional. Targeted is easier to SC i believe on a DA tank. I did a little bit to help u out by getting u SC in S/L/E/Neg and giving u some more acc/recharge.

@LSK: Do I really need mag 12 kb protection?
I pulled the slots I was using on DR and CP for recharge and put them into def skills for luck of the gambler recharges, trying to figure out where to pull another slot to bring the total up to three the way you had it, since that seemed to be providing more recharge than slotting the individual powers, but not sure where to take it from.
I intentionally avoided boxing for the same reason as OG, but switching out FA is fine, I'd been considering Hasten instead too, just wasn't sure which would actually be more helpful at that point.
@Auroxis: I mainly chose EM for its ability to keep all my other powers going longer without a succesful hp/end drain, If there's a good reason to go with something else, then I'll certainly consider it.

Soul Mastery provides you with an excellent single target blast with -ToHit in Gloom, a nice AoE attack in Dark Obliteration to help with aggro management and AoE -ToHit, and most importantly Darkest Night, which gives you -ToHit and -Damage in a large radius.
The only downside is that you have to go Villain for a bit in order to unlock it.

There are a number of suggestions I'd make in addition to the ones in LSK's build.
First of all, unless it takes you past the ED cutoff, there's absolutely no reason other than cost to use lower than level 50 common IOs. And if you're planning to get Kinetic Combat and LotG sets, the cost of level 50 commons is trivial. So do yourself a favor and replace the common IOs in Stamina, CP, etc. with level 50s. The same goes for single set IOs and or if you don't care about the bonuses.
Slotting issues:
Death Shroud is very underslotted for damage. I'd find at least one more slot for it, drop the Erad Acc/Rchg for the Damage, and add an Acc/Dam/End and Dam/End from either Scirocco's Dervish or Multi Strike.
Your three Dark Armor toggles are very overslotted for end reduction and underslotted for resistance--their end cost is tiny compared to CoF, Death Shroud, Dark Regen, etc--use just the IOs with resistance.
Dark Regen could use another slot; I'd use a Heal/End/Rchg from one of the Heal sets.
The benefit of slotting Cloud Senses in Shadow Maul is minimal; you can slot it more conventionally with 5 slots and have one to use elsewhere. Four Eradication and a Multi Strike Acc/Dam/End works well if you want the 4-slot HP bonus.
Cloak of Darkness is underslotted for defense, it has the same defense value as Weave. Add at least one slot--two would be better--and add an LotG Defense.
Siphon Life is a superior damage attack and should be slotted like one. Save some slots and move the KC set in Boxing/Kick to SL with another couple of slots to provide accuracy and heal. You don't need Boxing or Kick as part of your attack chain, I wouldn't bother slotting it.
CoF is underslotted for end reduction; if you want to keep the Nightmare set for the E/NE bonus, add another slot and add a set IO that provides accuracy and end reduction.
Tough is overslotted for end reduction, give it the same treatment I recommended for DE, MC, etc.
Weave is underslotted for end reduction; replace the LotG Def/Rchg with the Def/End/Rchg.
Soul Drain is underslotted for end reduction, I'd drop the Erad Acc/Rchg for a Multi Strike Acc/Dam/End or Dam/End/Rchg.
The Erad Acc/Dam/End/Rchg is the most expensive IO in the set, and Soul Transfer certainly doesn't need end reduction. Slot the three cheapest Erads you can get.
The second recharge IO in CP would do much more for you in Hasten.
Maneuvers' base defense value is pretty low; I'd move the 4th slot to CoD and slot it Def/End, Def/End/Rchg and +Recharge so it has sufficient end reduction.
Here's the revised build; the stats are very similar to LSK's, but the improvement is in things that don't show up in the Totals box: attack damage is higher and end use is lower. That, and your resistance totals are a little higher too.

@Auroxis: Cardiac doesn't seem to be mentioned in Mids and I'm not really clear on how the Incarnate system works or how to factor it into my build, but since I can't even begin to get the abilities until level 50, I think I'll ignore them for the time being.
@Finduilas: I set everything to 35 since I planned to start working on the build at or near 32, if I come across or can cheaply acquire upgrades of the IOs as I go up then I'll definitely do so.
I decided to leave "Chance for Energy Damage" since it does 3 times as much damage as the Aura itself and the difference between it and your suggestion is only about a 30% increase. If it activates every fifth hit then I'll be doing 137.8 damage instead of 88 damage (disregarding Soul Drain for both) with higher accuracy and one less slot.
I swapped the Endurance on Murky Cloud and Obsidian Shield for the Res/End/Rec, which maxed Res, but I'm not seeing what other toggle you're talking about that isn't at ED max for Res.
CoD is at ED max for Def, though that may have happened after I adjusted it for Auroxis' advice earlier, I'll repost the current build at the end of this post.
After making all the other changes, I realized I was over the soft cap on Neg/Eng so I eliminated the Acc/Fear from Nightmare in favor of Acc/End from GotA, which brings it down to the same cost/second as you but with one less slot.
Cloud Senses was in Shadow Maul for the End bonus, will I not need it as much as I thought? or is there somewhere else where I can pick up that bonus?
I chose not to use resistance for the forth slot on tough because it was already passed the ED cap.
The End reduction on Def/End/rchg is worse than Def/End, how would putting it in to Weave improve my End reduction?
I left Gaussian Chance for Build Up in instead of Multistrike on Soul Drain, the attack will be a bit slower, but I should have a decent chance of stacking buildups when fighting in crowds.
not sure where to get the second slot for hasten, any suggestions?

I am in quite a quandary with your build, yes I could come up with changes, Death Shroud could to improve, shadow maul could be more damaging, the gaussian in Soul Drain..may as well move it's slot elsewhere to do something else but everytime I come up with other changes I am 50/50 or Switzerland. Do it, play it, keep a respec for any changes required after though.

So no, I don't think you have to worry about slotting SL for Heal.

Thanks, after looking it over I decided to go with Spiritual Core Paragon, Void Radial Final Judgement, Reactive Radial Flawless Interface, Seers Parial Core Improved Ally, Ageless Radial Epiphany and I moved a health slot from Physical Perfection to Hasten, allowing me to actually stack Hasten for 5 seconds which will hopefully be enough time to allow me to stack Soul Drain. Any thoughts on these selections are welcome.

I don't think you're seeing the correct values for Ageless. If you activate it on Mids, you'll see the initial effect of +70% recharge, which in-game only lasts for 10 seconds. From Dispari's guide: Ageless Radial Epiphany: +100% end, +70% rech first 10s, 30% next 20s, 20% next 30s, 10% last 60s (120s total), +85% debuff RES first 22.5s, 42.5% next 22.5s, 21.25% last 45s (90s total), 60ft radius
Ageless is still a good choice for Dark Armor, but if you feel like you want more protection, Barrier is a better choice.

You'll see that there are three levels of diminishing returns on enhancement, and the first two are relatively modest. What most consider the "ED cap" is the third, very drastic level where you're only getting 15% of the enhancements value. That point is at 95% enhancement for schedule A enhancements (damage, accuracy, heal, etc.) and 56% for schedule B enhancements (defense, resistance, a few others) Mids' will inform you of *any* enhancement value loss, but when people talk about being at the ED cap, they're talking about being 'in the red', in other words, in that third, drastic level of diminishing returns.

I think your attack slotting still needs work. All the attacks slotted with Kinetic Combat are underslotted for accuracy and damage, and all your AoEs underslotted for damage, and in some cases, end reduction.
If you want to move slots, I'd take them out of Physical Perfection and Combat Jumping first--heal slotting in PP is quite optional, IMO. You could also shave a slot from Shadow Maul, Dark Regen and Siphon Life if you adjust your slotting accordingly.

Aid self is there as a get out of jail card as cascading defence failures concern me. |

@Auroxis: you're right, I was failing to include the fading effect on Ageless >< I may keep it anyway, it'll just depend on how much def/res debuffs are hurting me vs how often I'm wishing things would hurry up and recharge. Not sure if I should go with Cardiac Core or Radial, but I'll probably have a better idea by the time I get there.

@Purus: would Chance for +End even do anything in an auto power?
Why use a set IO instead of a basic one in PP?
You don't really need the extra def bonuses from Triumphant Insult in Taunt, I'd suggest taking the slots for a different power, especially the one with disorient. Disorient is very annoying for melee types.
Is there a reason that you skipped Soul Transfer? Personally I'd dump Super Jump for it, by that point in the game you should already be pretty used to using temp travel powers anyway.
Like Finduilas said, you don't need Aid Self, and you don't seem interested in Aid other, ditching both will let you get more crucial powers earlier and if you decide to stick with Super Jump, it'll allow you to get Acrobatics and use that slot in Super Jump somewhere else and put actual resistance boosters in Obsidian Shield.
I'm guessing from some of your selections that money's not an issue?
I've been reading a lot of guides, but all of them seem to be fairly old and I'm not sure how relevant/accurate some of their advice is. I'm also not sure how expensive some of the IOs I'm using are, if there are cheaper alternatives, and if not, if they are worth it anyway.
Any advice on cheap builds to get me to the early thirties would also be nice, I generally run a lot of alts, so money is pretty much always an issue.
The build below is accurate in terms of power selection up to level 6 (current level). I avoided OG because of the Disorient (as a meleer I find it annoying) and ToF because it doesn't do damage, though I'm not as certain about this one.
