My thought process is that you don't need to choose.

Quite true, but as Elegost mentioned it does become a "what will I be doing for the next few moments..." planning exercise that really happens prior to engaging targets because of the cooldown. Scrapper-lock addicts aren't really known for the ability to stop, stop attacking (and if you are in a team, its even more difficult because the whole team must do so as well), and switch a power.
However, I personally have had great results from switching from situation to situation, I currently will have all Destiny buffs and i'm actually quite enjoying Ageless at the moment. I want to recommend this for the Dm/Regen like me who is sitting on the low/mid 30s Def in S/L/M and has enough recharge that Dull Pain is actually usable as a HEAL for 30secs. One purple inspiration and I am set to go and the Debuff Resistance is a great boon that goes well with that. In addition to the fact that click heals and IH comes back faster, it adds to my scrapper-lock. On a personal note, being at such high recharge is particuarly glee-full when you can stack Soul-Drain with the help of a Speed boost/AM. Yay, dmg cap (for like 2 seconds but still...)!
Come to think of it, I do use rebirth in hard target tasks or missions. Like for instance AV tanking and auto-hit powers. In the cases where i'm going to get hit and hit hard, regen was my ticket out. But with the fun i've been having with Ageless, that might replace this preference.
Also, I should point out that the inherit benefit of a Dm/Regen toon that really wants to go the route of Defense is the to-hit debuffs off of our ST attks. I don't have Mids access but i'm pretty sure i remember -10% to-hit was common for me when I tried out Diamagnetic (?) Interface slot. That helps toward soft-capping a bit. Sadly, i dont think our few PBAoEs have that component which would be amazing and admittedly, potential broken if it did.*
*although it wouldn't be thematically unreasonable: you are strengthening yourself by weaking your opponents. Actually, i'm pretty sure other such attacks from say, energy or electic or ice do have a nice secondary effect as well as a bonus for powers that work same.

Well, if one is clearly better in most situations, it's not real compelling to get the other one unless you're just into completeness for a limited number of characters. And if one is not clearly better, then again you're competing getting another T3 or T4 just for the sake of having it when you could be "incarnating" other characters, or doing something other than iTrials.

I have only 10 "all around" T3 (about 5 of them) or T4 (the other 5) incarnate characters at this point but only 4 of them have alternate Destiny powers.
Those would be my main characters I suppose, and I find each of them can make good use of 1 or 2 Destinies depending on the TF/Trial they are about to do.
For example, on my Corrs I swap out of Clarion for Rebirth for KIR, simply because Rebirth is the better support choice for that particular trial.
My view point is that Destiny is the game changer, it is the one Incarnate power that helps your entire league and stacking specific Destiny powers against specific encounters is huge. I even think that is part of the design decision for the Devs as we have seen that KIR favors reibrth and I think there will be more of this to come.
It's such a freakin chore to switch any incarnate power out that I'd almost never promote getting multiples of them (there are a few exceptions with alphas and destinies).

Hmm, I've had a hard time rolling scrappers lately honestly. Once I rolled my DM/SD I pretty much hit a ceiling where I've yet to find anything that I enjoy more.

DM/Regen was my first 50 and she is still my main and favorite overall character. Probably not the most ideal/efficient combination out there, but I love it and have since I first played it.
Now with the full T4 Incarnates across the board on top of the ever evolving and tweaking of IO sets/builds, she is even more fun to play.

I have an old pre IO DM/Regen that was created in July of 2004. I am just beginning the process of pulling him out of moth balls and getting him properly specced. (He has been respecced a number of times so that he is at least ED compliant. )
My goals were to try and avoid purples and PVP set IOs. I did buckle and get the 3% def from gladiator's armor though. I couldn't come up with a build that met my goals without it. I wanted enough recharge to be able to run the best DM attack chain while keeping perma dull pain and hitting 32.5 on my positional defenses. I also wanted to keep SM's cooldown to 30 seconds or less. I also added an extra slot to fast healing and two more to resilliance for the impending changes I've heard about.
I've made a build for him that keeps his base positional defenses at about 27.5 figuring that the T4 barrier would keep his base defenses at 32.5. Just a single small purple puts him at the non incarnate cap.
Running SM puts his positionals at the incarnate cap. He has enough recharge to keep DP well into Perma with a little buffer zone as well as keep IH up 50% of the time (Or at least real close).
Using the T4 barrier gives me 30 seconds at the incarnate cap, then using SM/MoG/SM gives another 45 seconds after that.
I believe that the build can also run the best single target attack chain for DM.

DM/Regen was my first character and 50 as well. I deleted it as soon as they released Fire Melee to Scrappers and rerolled it. There wasn't technically anything wrong with it, but as others said, the disparity between other set the higher I leveled made me envious. I never really felt I needed the utility as a Scrapper.
An attempt at balanced Defense across the board. The goal was to get 27.5% to M/R/AoE so Barrier can tack on 5% and a small purple can drive you to 45.
To be fair, I am not sure how it would play, and some the stalwart attack chain folks will question if I sacrificed too much recharge for it (does not run a gapless Sm-SL-Sm-MG chain). My personal build is a little more focused on Recharge for the chain, but runs under on AoE defense and over on Melee.

DM/Regen is my favorite and only scrapper. Just re-rolled it last night.
I love playing combos that other people don't play much.
Actually, now that I think about it, I don't think I've seen many DM/DA running around either.

My one buddy loved his DM/Regen scrap for a long time, but hasn't played him since they changed MoG. He said he kept getting his butt kicked and got sick of it after being a god for so long. *shrug*

They say you can do it "on the fly," but if you can't change it for 5 minutes at a time because you were hit by any power, that "on the fly" quickly becomes "before you start doing anything," or "in between missions," ~ which, in incarnate trials, doesn't even exist.
