Honestly even with a 30 minute recharge burnout sounds lame to me.

The power that has me most interested is the leaping aoe attack.

See, the endurance cost and debuff is limiter enough; making it unenhancable for recharge just makes it largely useless.

Interesting. i somehow doubt it even got past the earliest design stage with recharging everything as part of the design. For very many obvious reasons. *shrug*

Is there a source for that? At 30 minutes base, I have a hard time believing that it won't be slottable for recharge. That sounds like just the kind of "set it at 2-3 times how often want people to be able to use it" methodology that most long recharge powers use.

Most buffs don't stack from the same caster. That includes SoW, OwtS and IH. You can always use the bug with casting in different zones being consider a "different caster" to stack them, but for many that isn't all that useful given their durations.

Burnout - as currently described - looks like a filler power for those with Hasten+Super Speed and no slots for their L47/L49 powers. I see it mostly as a post-defeat reset button to get things like Domination, Practiced Brawler or Dull Pain back up.

I actually think all of the new powers sounds pretty bad. I tend to never get a travel power if my main were to make room for them i would expect him to preform worse.

If it recharged everything then I declare it is also recharging itself :P
My Fort would love the combo of Psychic Wail, Burnout, Psychic Wail, Burnout.

Agreed. Since this power is in the same pool as Hasten, you can count on players with this power running a good amount of +recharge. No need to penalize people with more +recharge to "benefit" people with no recharge, because in this case, there won't be any people with no +recharge.

Besides, there's already enough complexity in having to constantly wonder which powers work like CoH with recharge times you can modify, and which powers work like other MMOs with recharge times set in stone. Pet powers, incarnate powers, temp powers, tier 9s... add too many more static recharge powers, and you might as well start adding asterisks to every speed buff, slow, and global* recharge set bonus in the game.

(*Not really global.)
