I just thought of something.

Shivans have a penchant for animating the matter they come into contact with.

In the Galaxy City tutorial screen shots, they appear to me made of rubble and such.

In Bloody Bay that was human remains and nuclear fallout.

Anyone remember who's remains are currently being stored in Galaxy's MAGI offices?

Yet Ghost Widow is still around. Honestly if the remains had some kind of control or influence over Ghost Widow then MAGI would have used it along time ago. In Seer Marino's arc GW explains that she is anchored to the Arachnos Organization itself and can't be destroyed unless Arachnos itself was destroyed. So I really don't think her bones have any kind of power. I'd say that if a Shivian bound itself to her remains it would be like the ones found in Bloody Bay.

They may not have any direct power OVER her... but still may contain residual power FROM her.

Picture a Shivan that shifts and morphs its gelatinous mass back and forth slowly between their usual hulking vaguely humanoid form and a slighter, more feminine and familiar form... still made of jell-o but with a familiar silouette.

Then picture several first level characters flipping and spinning around the thing's head.

I'm not thinking it would have any control over her, but magically empowered remains animated by a Shivan could have unexpected results.

Also, I'm not sure she or Scirocco would be cool with her bones walking around as part of a Shivan. So now that they're out of MAGI custody there could be new mission to Galaxy to retrieve them.

Ghost Widow's remains are part of Scirocco's betrayal arc, where it is said that they are kept by Arachnos to ensure they are not used against her. There's either a Critical Research Failure or They Just Didn't Care moment in the works, but either way it would appear that whatever is stashed in Galaxy City isn't really her remains.

Of course, the MAGI vault is in Galaxy City. Perhaps we'll be lucky and the guy who is actually responsible for it will have let everything get stolen before the zone goes pear-shaped.

Yeah, if they had a low or mid level mission where players recover the remains, replace them with fakes and turn them over to Arachnos, that would resolve the discrepancy.

Of course, for new players who've only ever known Galaxy as a tutorial, there's no discrepancy because they've never seen the bones there.

You're forgetting that CoH is a comicbook world. If the devs want her Shivam-animated bones to exhibit any special powers at all, they will, quicker than you can say "But that's impossible Her bones have never exhibited any kind of special energy signature before - the Shivan essence must have somehow reversed the polarity of the neutron flow!"
