Does a Lv.54 Boss have a higher chance of dropping a purple recipe than a Lv.50 boss?

Nope.

Bosses have a higher chance of dropping recipes than lieutenants which have a higher chance of dropping recipes than minions.

Rank matters for higher rates. Level doesn't. Level only matters for eligibility to drop.

Oh good! That means I can farm for purple recipes with the enemies at Lv.50. I don't have to crank it up to Lv.54.

Actually, you can do so at L47+.

Even though the recipes themselves are locked at L50, any mob that can
drop a recipe *usuable* by a L50 character can also drop a purple recipe.

If you're going for ONLY PURPLES, your best bet is to run a -1/x8 farm map... but any regular IO set recipes that drop will only be level 49.

If you're going for most marketable farming, your best bet is to stick to +0/x8 (or whatever you can handle) for the level 50 set recipe drops.

Though I'd be careful on this, since I think that L47 minions con grey to a 50, so aren't drop-eligible. L47 Lt's and Bosses could drop purples to a 50, at least.

It's possible I'm mistaken on that, since I've never spent enough time slaughtering barely-grey minions to test everything about how drops work on them. =)

No, 47s will still drop for a 50.

I think you can get drops all the way down to 46... but anything under 47 won't drop purples.

Level 47 minions, Level 46 Lieutenants, Level 45 Bosses, Level 44 EBs and AVs. As long as they con light-gray, you can get drops from them (there's two grays; one gray you can get rewards from, one you cannot; I have no idea why they used two grays). However, the second part is true; you won't get purples from anything 46 and lower.

Does being a +1 Level shifted 50 affect the drop paramenters in any way?

Light greys give XP, but not drops. Still waiting for someone to screencap any grey giving a recipe drop.

As others have said, level of the enemy does not increase or decrease the drop rate or a per-enemy basis, but I'd say that lowering your difficulty, as Chad suggested, will increase your drop rate over time. After all, most people defeat even-level or -1 enemies much faster than they defeat +4s.
