Something else to point out - City of Heroes seems to be fully capable or rendering multiple items on the same slot. This was hilariously proven in the dawn of weapon customization. As weapons were changed into permanent costume pieces that just swapped between visible and invisible, it meant they occupied their own costume slot. Problem is that if you swapped between too many weapon types, old weapons would linger in the slot, causing weapons to overlap. Using a similar bug, Thessalia invented the BOW-TANA.

I really, really want emblems on capes - and for the life of me I cant figure why this should require a "slot". Its a friggin color pattern.

I know, but if you had a backpack or wings or even a cape you wouldn't see the emblem anyway, so why bother even having one? I fail to see how it's an issue. I mean, nobody cares about what hairstyle they may or may not have if they're wearing a full helmet, do they? Isn't a back emblem that would both conflict with and be hidden under a pair of wings the same thing?

There are many examples in the costume creator where your options are limited by a previous costume selection.
This would work the same way as helmets/hair does. If you have a helmet on you don't get to choose a hairstyle. So if you have a cape, backpack, or wings you don't get the option of choosing a back emblem.

take the resistance hair style (female) for instance, it's flat at the top so it could work perfectly.
the same with many other hair styles, the only issue here is that they need to make the same hat with different hair styles.
i can't agree about the hair style issue, there are some styles possible even with a hat on.

I didn't say hats, I said helmets. Go select a Hood, Full Helmet, Medieval Helmet, Special Helmet, or even a Half Helmet options and tell me what hair choices you are given. Oh that's right you get none.
The only hair we get is under the plain Helmet option and even there you get 1 type of hairstyle and that is dictated by the style of helmet you choose. Skull Cap gives you a Ponytail, and Viking ans Saxon have the same unkempt hairstyle.

This is what I mean with the skirts, too: let us choose leg detail OR skirt and I'll be happy, because the leg details would probably just clip with the skirts anyway.

Yes, yes, I know, "not enough body anchor points." I understand fully that there is a limited number of them, which is why we can't wear every single costume part we want all at once. As a clothing-modder for The Elder Scrolls III: Morrowind I encounter the same problem often, so in most cases of impossible costume requests, I sympathize with our truly awesome art team.
In this case, I call BS. If the devs can do backpacks, they can do this.
For any costume that could make use of a leg detail, there is already an unused anchor point: the skirt. Since leg details would probably clip horribly with most of the skirts/kilts/shorts a character would deign to wear, why not just put them in that body slot? The bones are even already there for animation, if such is an issue in this game.
The same principle could be applied to giving us back emblems (maybe please?). Stick 'em in the Back Detail spot; it's not like they'd show if we were wearing wings or a cape or a backpack anyway.
