Move all my villains over?
If you want to invited to team change you status to looking for team. For example, over this past weekend. I played nonstop from thursday to monday. I used that to keep a my team 100% full all weekend. I love playing with different people and love seeing how the archetypes work together.
If you can't find a team redside... you aren't trying at all.

When CoV first came out, I made two quick 50s so I could have the experience. Now most of my villains sit not finished, many in their 20s. It's NOT that I don't enjoy them, or that I don't enjoy CoV, but I like teaming and I can never really find a team redside. Part of me just thinks I should move them all over to blue and play there only. I doubt I would ever actually do that, but there are days.

I think it definitely depends on the server for the most part and other smaller factors as well. I have never really thought much about trash on the ground or an overall gloomy look redside b/c I just don't notice that I suppose...but if you are one of those that is affected by the atmosphere in this way, blueside is probably the best place to be.

There is no reason to stay a pure villian.
Go Rogue, most of the content is geared to heroes anyway.
When something good happens to me, I can never enjoy it....

It can be harder to find teams redside, especially outside of Virtue and Freedom. I think this especially true now that folks are running the incarnate trials nonstop. I have taken some of my villains rogue (but only ones that it made sense for conceptwise), but it sounds like you're not just wanting to abandon redside altogether. I do have a mastermind who does tips everyday for villain merits, but I'm soloing that content. I also enjoy both soloing and teaming, so I often just solo redside.
One option, if you have a regular group of friends you play with, is to make a scheduled time to play redside: "Monday Malice" or something like that. You can also check out your server's forums here and make a post there about scheduling some redside time with other interested folks. You can specify regular arcs, tips, SFs, or just whatever folks are having trouble soloing. That's an opportunity to meet other people who are also probably having trouble building teams right now. If you have some success finding players there, it might turn into a regular group.

What I've seen is that teaming is something that people who know how to do it take for granted as being easy any time any place. And those who don't know how find hard all the time even on Freedom and Virtue.
Finding a team does take a little bit of skill. Even starting one. On some servers in the right zone you can use broadcast and it will work. but most of the time, it won't. You need to use the looking for team tool to see who out there has set there flag to looking for any. And sending tells to solo players helps a lot.
Also, know your zones. the ones where broadcast works are only Shark and Cap. Sometimes Grandville but not often.
Other than that find your server's grouping channels and join them.

Are you trying to recruit teams with your characters in the mid-20s? It seems like most people are only playing their 50s these days. Yea, finding non-trial teams is harder right now. I kinda burned out on the trials so I'm playing alts right now, and it really sucks.
Moving your villains over to heroside won't help this.

According to the kotaku poster image about 7 year ( http://cache.gawkerassets.com/assets...eros7years.jpg ) there is 40% of city's population is on redside.
There was a lot of clearly wrong info on that image, so this might be just as inaccurate.
