It's still in use. Faces got roughly a third of the hits that Paragon Wiki had last month, and I know people upload new pictures pretty regularly. (I'm told it something like 5-15 pictures each day. Pretty modest, but steady.)

Wish I'd thought to use it more before I got engaged!! Lolz. Woulda been easier than trying to convince my worse half to play CoH with me.
I'm amazed at how many girls are willing to take their clothes off on CoH faces. 
Although most I think are magazine scans or pulled off myspace.

i've got all the pics i need of tam. coh faces seems pretty pointless when you have those.
Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. Notice how he used Sun's picture and not Karl Rove Man's. (probably because it would have brought the ban hammer down on him, I know I'm not going to risk posting it, or take the time to find it) Just to remind people, Karl's was a picture of him totally nude with the exception some running shoes and a black box censoring his junk.
