What happened in Tokyo in Praetoria?

I was doing Praetorian Penelope Yin's missions today, and in one of them, she sent me to Speak with Aaron Walker. When I was talking to him, I let him ramble on, and he made a comment about "what's going on with rebuilding stuff in Tokyo". At first I thought that maybe this was a reference to the recent disaster in Japan, though it seemed an odd place to put it. However, digging through the History page on the wiki, he's had that same text at least since the mission was first entered, on September 5th - long before anything happened in the real world.

Searching the wiki for "Tokyo" turns up four results: The one I linked above, two references to the original Rikti invasion, and an article about Icon in an old issue of the Paragon Times.

So, what happened in Tokyo, and why are they rebuilding? Or is it just the same generic Hamidon-destruction supposedly found everywhere?

Based on what I know, it's the generic Hamidon destruction... but it's one of the cities that Praetoria is trying to help rebuild and recover. It's a bit confusing whether they're independent of Praetoria or not... I think, at least publicly, they appear as if they aren't ruled by Cole.

As far as I know, Praetoria City isn't helping anyone but Praetoria City.

As far as I know, Praetorian Earth is pretty much overrun by Hamidon, with pockets of civilization left.

I noticed Aaron Walker's dialog back during Beta and built a character concept around her being from Tokyo, and that through his own hacking, Aaron was able to pass the Sonic Barrier tech to Tokyo.

In Calvin Scott's arc, first mission, he says, "I sent a team to hit a storehouse jam packed with foodstuffs bound for New Vegas." So we know that there is at least one other city that is under the Praetoria Umbella of Doom.

Not necessarily. It could be the same thing as America sending supplies to places like Haiti or Japan that have been hit by massive devastation. Now if Praetoria City sent people to persuade the people of New Vegas to join up with Cole, then you would be correct.

If he was smart, yes.

I mean, what are the chances a Courier would be jumped, robbed, shot and buried and left for dead?

One of Anti-Matter's missions has Interrogator Kang wondering of Longbow "I wonder, are these some sort of foreigners? Perhaps from the East?" If we consider Kang a reliable source - and I don't see why not - then there are human civilisations outside of Cole's rule, who are considered both foreign and potential enemies.

Then uncovered by a robot cowboy and healed back up the scratch with just a few stimulants and an old doctor?
