Electrical Melee - anything skipable?
Havoc Punch is skippable. Its damage per activation(damage divided by activation time) is abysmal. Jacobs Ladder is better in that regard and has a bit of AoE.
Lightning Clap is skippable. PBAoE Knockbacks are rarely ever beneficial, and the stun magnitude is only enough to stun minions.

Mids' can display base damage per animation time if you go to powerset comparison. Take the fewest single-target attacks you need to form an attack chain and add some AoEs. Some attack chains may have AoEs in them.
I rarely take Build Up on tanks. My elec/elec tank skipped it. I took Jacob's Ladder late but it's not bad. I skipped Chain Induction based on the description. Didn't sound that impressive.

I usually hold off on grabbing Build Up until I have more important things in my builds for tanks, but it's worth having eventually. Being able to hit stuff and do damage is part of a tank's job as well. Even if you save it for harder to hit mobs, it's still worth it. Lot of good IO boosts from to hit sets as well.

I took everything except Lightning Clap on my Shield/Elec--or more accurately, will take, she doesn't have Lightning Rod yet. I very strongly dislike KB powers, so that choice was a no-brainer for me. I agree that Havoc Punch is skippable, but I had room, so what the heck.
Jacob's Ladder and Chain Induction are both very good attacks and I wouldn't recommend skipping them. The only caveat with CI is to try not to use it as a finishing attack since it won't jump past the first mob if that mob if defeated.

Jacob's Ladder is all energy damage, which is nice, and its end use isn't so bad that it isn't worth using it on a single mob, either. Chain Induction is plenty useful, I would say... I usually fired that off and then Thunderstrike, watching the chain jolt from one mob to the next as I came crashing down. I wouldn't skip CI or Jacob's Ladder, and grabbed them as soon as I could.

For extra joy, then Build up and Lightning Rod as the mob clumps up on you. Glee!
On my scrapper, I LOVE this combo as an opener: CI/TS. Watching the chain induction leap around is very entertaining while thunderstrike animates, and then KAWHOOM, the thunderstrike lands.

On my Scrapper, I focused my AOE through Lightning Field, CI, JL and Lightning Rod. I skipped TS b/c of the long animation time and just use Charged Brawl & Havoc Punch with damage procs for fast activating attacks along with the others. TS is real sexy though, kept it on my Stalker.

I skip Thunderclap on my tank. Adding Kinetic Combat - Chance for Knockdown to Chain Induction is very cool, if you can fit it in. Combined with Thunderstrike, most mobs stay on their butt.

I'm skipping Lightning Clap and Buildup on my Elec / WP
Charged Brawl you have to take, naturally not your best attack but you get bruising.
Havoc Punch, I like this attack, suitably slotted seems to deliver quite a wallop for both smashing and energy damage.
Jacobs Ladder, strictly energy, very short range, doesn't seem to do the cone thing very well, often seems to only hit the target you are shooting at. Im thinking this is a skipable one, doesn't seem to have much damage unless investing multiple slots.
Taunt, totally unskippable, its essential.
Thunder strike, amazing AoE very powerful wallop for the one receiving it, bowls multiple enemies onto their backsides, looks cool too with the Matrix Style rise into the air followed by the crashing Thud!
Build up, wouldn't say its skipable personally, best used before Thunder Strike or Lightning Rod. Kapow!!
Chain Induction, useful for a tank surely, as it hits multiple enemies. But does it really pack that good a punch on a tanker?
Lightning Clap, AoE, sends the baddies flying. Very similar to the handclap in super strength. Useful to buy you some breathing room to down a few insps if you are taking a beating. Disorients and taunts all who are hit.
Lightning Rod, how could anybody skip this beast? Wham bam, was that a truck just hit me? Kind of power is this! I love it.
What do you guys think? What are the skipable ones if any?
