so I'm wondering about how much regen I should try to have as a defense scrapper ( shield) I've got about 100% right now and I'm jut not sure how much I can push is. what would you aim for?

I have between 200% and 275% Regen on my defense scrappers, Shield and SR. I would say you could easily do more.

I always aim to have a gazillion% regen. Of course, I always fail to achieve that number, but it's nice to have dreams.

My /SR scrapper is sitting at 136%(over base level), and its not nearly enough. My problem is I only have 1 slot in both Health and Physical Perfection, and can't find any more slots to put there.

Well, 2-slotting with LotG gives +10% Regen up to five times.

2-slotting Health with a 50 Numina Heal and the unique adds up to ~89% Regen all told.

If you have any other powers that take Heal enhancers, 2-slotting with Numina gives another +12% Regen each, up to 5.

And there's lots of other sets with Regen bonuses.

So I'd say that +150% is low-hanging fruit and more is definitely possible, depending on your build.

Keep in mind also that +HP helps you in this regard and is fairly easy to build also; the more HP you have, the more HP each regen tick restores. The third slot of both Numina's and LotG are +HP bonuses.

Depends on the build. If I've got another good layer of protection (Defense or Resistance or whatever) and don't have a self-heal, I will sometimes kick in 50-100% extra, on top of Health. [Health with 1 slot is 53%-ish; health with 3 slots is 80%- ish. Adding a Numina heal + unique instead of two generic L50 heals is a large sum of money for a small benefit. Remember that 1% of Regen is 1% per four minutes, so 100% regen is like "one small green every minute."

Ok i can probably squeez some more in. I'll take another look at some of my powers. I just wanted to make sure I didn't spend 500m getting myself to 150% regen only to find out that most people say if you can't hit x amount to not even bother. (No, it's not really costing me that much, I'm just making up numbers on the fly).

Don't forget your attacks. Two Pounding Slugfests give 8%.

I usually slot my melee attacks with 4 Kin Combats (for the S/L Def) and two Pounding Slugfests.

Edit: Two Pounding Slugs are only 8%.

Well, more is better. You can get quite a lot if you're not trying for any other set bonuses. My invuln tank is IO'ed only for regen and has over 300%. Of course, he has a lot of places to slot Numina's Convalescence for 12% (Health, Dull Pain, Aid Other, Aid Self, Resuscitate).

This thread might get better feedback in the Scrapper forums with a build posted so people can help you attain higher levels of survivability. Regeneration is not the highest priority for survivability. Defense, defense debuff resistance, and slotting True Grit properly should be done before slotting for regen.
