As did my level 24 Fortunata.
Sounds like 20+ for Lady Winter then, because neither a 16 nor an 18 was offered it

My level 42 Blaster was offered a choice between the missions as well.
There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"
Looking for the location to pick up the Lady Winter quest
These things seem like they should be obvious, but no mention anywhere on the update notes or through searching the forum, just lots of people saying they killed her.
