Okay, you're wrong because, in fact, at level 19 or 20, I run out of endurance less quickly than I used to. Even on characters who were taking Stamina, by level 19, I was consistently running out of endurance all the time. Now, I rarely run out of endurance that quickly.

The possibility of running out of endurance has not been completely eliminated, but it happens more slowly. In particular, keep in mind that you are not required to mash every button that isn't dimmed. Look at the rotation you had pre-I19. Now do that exact same rotation, with no changes, in I19. You'll have substantially more endurance. All you're complaining about is that if you are spamming two more attacks, you might be able to run out of endurance still.

Slotting on Stamina is sort of a red herring; maximum benefit makes it under 100% better, so completely unslotted and unenhanced, it still gives you more than 50% what you'd get from Stamina 3-slotted with level 50 IOs.

Prior to level 20, pre-I19, you didn't have Stamina, so the maximum real difference is two power picks -- you could have two attacks or toggles, now, instead of putting those two slots into swift/hurdle and health. But even if you do, you are not required to actually use those powers all the time. Furthermore, Health means that you have better regeneration, and are thus in less danger of dying if you don't kill things quickly enough.

I know, right?! It's like, well yeah now I have stamina at level 2 so I can keep sprint and ninja run going and spam fireball like a mad man. WHY AM I RUNNING OUT OF ENDURANCE?!

Funny I must have missed the memo, I have never slotted more than 1 ACC in any character and I've been playing pretty much since day 1. Unless you are fighting reds and purples in levels 1-10 (which there is no real reason to do because you level so fast even with whites) Acc isn't really an issue. Yes you will miss sometimes. Big deal.

100% accuracy at the expense of everything else is no advantage. Personally 1-10 I rarely use Defensive powers, there is no need to most of the time and I don't slot anything until level 7 as it isn't worth the time. (in the time it takes to buy enhancements you could have leveled up) Plus there is no debt so why worry? Self Destruction is actually a usefull leveling tool in low levels, run into a group of 8-10 blue/white mobs and detonate. BANG! half a level.

I find the real END drain at low levels are the Veteran powers. They are crazy powerful (because of their 2 damage SO slotting) but very expensive to use.

BTW if you are worried about ACC at low levels buy the IO that increases ACC overall by 6%. That is like adding a Generic to everything but will be useful forever.
