A very mechanical explanation might be that he's been demoted to a Boss in all cases I've seen outside of The Hollows

No idea why he does't spawn them, but I like that they've finally made him into the hero he always wanted to be. I always felt sorry for him.

In the hollows he is an elite boss/downgraded arch villain every time I ever fought him.
In tip missions, he is just a boss, and a blaster type boss with low hit points at that.
Though I've seen level 20 Outcast fire bosses spawn imps in Steel Canyon once in a while.
Since Frostfire is a hero now, he no longer believes that its right to enslave poor Jack and those flaming monkeys and have them fight and die for him. So he ran a Terra Volta respec and dropped those powers.
My question though is who ran the respec with him?
