I ran two Neutropolis events this morning, and got the Failed Experiment badge that way. One thing I noticed on the second run, is that if you ignore Lucan, the final boss, Failed Experiements seem to keep spawning.
On the first run, I duoed with Dollmistress, and we got to around 50% credit to the Failed Experiment badge. On my second run, though, I was alone, and only minions were spawning. If I'd defeated Lucan right away, I would not have gotten the badge. Ignoring Lucan, I was able to kill enough to get the badge. It may very well be possible to get enough Failed Experiments in a single run with this strategy if you're only running solo or duo.

Remember to do the event three times - first for the event badge, second fight the ghouls and get the tantrum emote reward plus the Escapee badge, then finally side with the ghouls and get the flex emote.

To do this, attack and kill one of the PPD lying on the ground at the start of the event. It's pretty cool, the event takes a completely different path.
Incidentally, does anybody know if either of the other events provide emote, or other types of special, reward options?

The protester event gives you a temp power option: Molotov Cocktail. I haven't gotten the power yet as I have only done that event once for the badge. I've done the ghoul one 3 times already.
The Syndicate event gives you a 'Katana' temp power. I have gotten this one and it ain't no katana. You draw a curved sword in each hand - looks like two scimitars.
I don't know if either of those gives an alternate power if you take the other side. I haven't done them enough yet.
