And yes, that is so freakin' awesome just for an uncommon!
Looks like about 86% with 3 slots... but I could have done something wrong, I did just wake up 5 minutes ago <.<

You get at least 32.25% recharge out of the very rare - the 15% affected by ED is at worst 15%*15% = 2.25% recharge.

I'd two-slot Hasten, giving 100% recharge pre-ED (Edit: OK, 99.8% pre-ED, close enough.). A third slot would be fully affected by ED, so while useful, it would be like adding a fourth slot today. 100% before ED is 95% after ED, plus the 30%, so 125%. With 70% from Hasten itself and needing +275% for perma, you'd need 80% more global recharge, assuming I did that right.

In response to the suggestion of two-slotting Hasten, and in trying to wrap my head around the changes:

Quote:
Musculature Radial Paragon (very rare)

For all powers: Increases Damage, Immobilization Duration, Defense Debuff, Endurance Modification, and Run Speed effects by 33%, and To Hit Debuff effects by 20%.

Two-thirds of these bonuses ignore the effects of enhancement diminishing returns.
If I understand correctly, alpha-slotting this will mean that you can two-slot (the newly "free") Stamina with common 50s (ignoring the +end proc for the moment), and thanks to how ED works still very nearly have the same recovery as even three-slotted Stamina with this alpha-slot. Is that right?

So by having perma hasten I will be able to keep soul drain up more often which means marginally higher dps?

Looks that way. Which for me is pure, 100% win, because I typically only two-slot Stamina with EndMod these days, placing the Performance Shifter proc in the third slot and only occasionally going to four total slots. (In three slot cases I slot a common End Mod, a Perf Shifter End Mod and a Perf Shifter proc. In Four slots I use four pieces of Perf Shifter, and I'll still get more net +recovery out of using this Alpha line.)

Edit: Sadly, most of my builds are going to benefit more overall from Spiritual or Cardiac lines more than this.

E < 70% E
70% ≤ E < 90% 70 + (0.9 × (E - 70))
90% ≤ E < 100% 88 + (0.7 × (E - 90))
100% ≤ E 95 + (0.15 × (E - 100))
At the end, add 11%.

So your 89.9% I assume is the Hecatomb set, which pre-ED is 92.75%. Add 22% for 114.75%. Apply the ED formula, so 95 + (0.15 * (114.75% - 100)) = 97.2125%. Add 11%, so 108.2125% recharge enhancement.

Currently I have perma-Dull Pain and am 5 seconds away from perma-Soul Drain and perma-Hasten. The Rare and Very Rare Alpha boosts are definitely going to be putting me on perma for three awesome things.

Looks like we complete whichever Task Force is considered the Weekly Strike Target. Hmmm... Yeah, I'm pretty giddy now myself. Can't wait to get home now and see just what the recipes for the Rare and Very Rare look like. I think I'll be skipping my normal Tuesday night TV show now.

Edit: Holy crap, 110 *PAGES* of discussion on this i19.5 announcement in a week and a half? Oh, looks like there may be another way to generate Notices of the Well when i20 goes live. Dunno.

What about the Defense buff? I know Accuracy and kind of lack luster as compared to the other three, but with the ultra-Rare giving an extra 20% defense buff with 2/3 over ED, that's 1.333% on all defense powers. If that pushes interim sets to soft cap can you swap out defense buff sets for damage, recharge, etc?

You definitely could do that in some instances. But then there's this little thing of the Devs starting to add enemies that have a higher than normal accuracy rate so depending on what you're doing, you may not be at the soft cap.

Exemplaring turns off your Alpha (and other incarnate slots I'm assuming) and Battle Maiden and some newer Devouring Earth enemies have a base 64% chance to hit you which means you now need 59% Def to soft cap against them. I don't expect there to be many enemy type additions with a higher than 50% base chance to hit as that would screw over some one trick pony Defense sets (SUper Reflexes and Shield Defense spring to mind), but I wouldn't be surprised if we see a few more over time to give people more of a reason to build for something other than just pure defense.

It's the STF for heroes.

Got on a good team today.

Cleared most of the STF and scored a stupid amount of shards (12!), the Notice, and the Uncommon as the TF reward.

Took about an hour and a half, but I pretty much put the Rare together today. From pretty much nothing having just put the uncommon together yesterday.

Dark.Enforcer (DM/Shd/Body) is now 50 (+1). My only complaint is that, not including the Notice, it would have taken me quite some time to put together that many shards running tips solo. Is it really supposed to be that much easier running a team on a TF?

11 months of all-nighters, messy feeding sessions, bath fighting and realizing just how good my son's lungs work, and I am still convinced he is the crowning accomplishment in my life. What in the blue HFIL is wrong with me?
