Scariest Villain of All time...
i can't really say any villain is particularly scary, but action-wise, the creepiest is:
a possessed kid. nothing creeps me out more than that.
especially when they talk.
the nurse from , One Flew Over the Cuckoo's Nest. the movie
Nurse Ratched. Oh yah shes a bad one.
My vote-
My Mother in Law.
Then you guys are painfully weak. The movie-version was nothing more than a passive-aggressive control freak. The book-version at least had some bite in her.
Also, shocking, the two versions of this story are fairly different.

Scariest Villain? The Joker, from the comics.
I'll also point out that "villain" implies some sort of consciously directed evil (though said evil may be done with good intentions), so beings that act upon instinct, like the Xenomorphs, shouldn't count.
Agreed
Now, there are plenty of hints that the Alien xenomorphs aren't just pure instinct.... but I leave them in the monster versus villain category also.
But I'm right with the OP if we talk monsters.

They're smart, no doubt, but they don't plot or act in an evil way. They do what they do for survival reasons.
These two
