I chuckled at the Elec/Eng build. Dats a lot of recharge there. (slowly trying to emulate the speech patterns of a certain player to better get a feel for pvping)........
For basics, how useless is defense now? Still suppression for self heals? Including PBAOE heals? I figured +hp and +rch would be the name of the game, but didn't expect that much recharge. Recharge more than hp? Because I could get more HP out of that build at the cost of losing recharge. I mean, perma domination without hasten seems.......silly.
I've already forgotten about most of you
No matter how high you get your recharge I dont think you can be perma dom (outside of team buffs) in pvp, due to DR.
HP is one of the only things that does not get DR'd so its always good to build for cap hp 1606 for doms.
If you can squeeze more hp into the build you should do so, I was just throwing something together fast and may have missed a few set bonuses.
In zone pvp, there is heal decay, meaning each time you heal within a certain time period the amount you heal decreases, this includes insp.
When we do matches we will have heal decay and travel supression turned off so no matter how fast you pop greens they will all be worth the same amount of hp.
Defense is very bad in pvp. A soft -capped toon gets DR'd down to mid 20's when entering pvp.

Good catch! Mind/fire was one of the few builds I was modifying from a pre-existing build. I must have over looked those glad armors.
Honestly, for this event and most pvp on this server, the set bonuses from the glad armor (+max end, +recovery, +kb protection, +resist repell) won't come into play THAT much so you do not need these IOs at all.
I would say to put titanium coatings in but that would put you over the cap of 5 x 1.5% +hp. When I have time I will rework the build, but for now stick with it and slot generic IOs 2 resist, 1 end reduct in that power.

With so many already rolled, what side is more prevalent? Trying to balance the two sides at all or does it matter?

You know I really hate when you are right.
I am not just getting what you are saying about slots, normally I slot forward (pick all my powers) then put slots in the 1st attack move to 2nd etc. However, on these I've been working backwards, starting at my lvl 50 power slotting it up then moving to my 2nd to last power. I think that is what is causing some issues with slots for the initial powers being at such a high level.
Here is my suggestion (sleep is a wonderful thing):
Take the powers on the build in that order. Since we are not slotting sets yet just put the slots anywhere you want (Making sure to not over-slot powers).
As far as SO's, no one in this event is a newbie to pve so they know what to slot sort of. For pvp I would slot 2 acc 2 damage 2 recharge in attacks that are 6 slotted. For holds/stuns/immobs- Id go with 2 acc, 1 mezz, 2 recharge, 1 range.
As far as KB ios, I think these will be ok honestly. Since anymore no one is going to have acrobatic 4-8 kb protection is not going to stop someone who is playing a kb disruptor. However, PLEASE DO NOT BUY KB IOS.... I will be giving them out at prizes.
IO's I don't think people should be able to slot at low levels include: LoTG, Miracles, Numinas, Regen Tissues, Stealth IOs, Damage procs (including Decimation chance for build up). I think having the funds or the ability to get these at low levels would give a player an unfair advantage.

Other notes or answers to questions people have asked recently:
It does not matter what level you get to by the 1st practice. A travel power would be nice (everyone take SJ 1st please, there is a reason for this).
There is no "Cap" level you can be at the 1st practice, if you have the ability to roll a new toon and run it to 50 by the first meeting that is fine, just please do not slot IOs. The reason they have to be new characters is 2nd builds, I don't want someone showing up with no set bonuses then before the 1st match running over to war witch and coming back fully decked out with purples pvp ios and such.
I may ask players I have never teamed to arena me on a 50. I just want to gauge where your abilities are to move, evade, and such. I may send you in game PMs asking how you target (tab or click on screen), if you know how to make and use macros/binds and such. This will all be to help create fair teams.
Everyone in this event please /chanjoin PvP University this where people will be offering xp teams, accolades teams and such.
Which brings us to accolades: I have gone back and forth about these, for now until the 1st meeting please do not get accolades, you can get as close as you want (one badge away) but lets wait till at least after the 1st match to get accolades.
If anyone is in need of a cheap pvp build for powersets not yet posted please ask.
Last item: Madame Pistacio has donated some prizes on behalf of PERC and PvPEC, so if you see her in game please thank her. I am in the process of attempting to get more prizes for this even so lets see how things go.

It won't be red vs blue, teams will be divided up by myself to make things as fair as possible with respect to type of players (damage/support/disruption) and skill level.

I am sorry still having trouble making up my mind... for this I have:
1. Sonic/Pain corr (leveled to 20)
2. Plant/Fire dom (20, I know you said Mind or Earth, but I thought Plant might be ok *crosses fingers*)
3. Elec/SS tank (35)
4. Emp/Psi defender (17, needs to get out of Praetoria)
5. Spines/Regen (50, I have NO idea how to build this for pvp lol)
6. Fire/Eng Blaster (31, I know it's not psi... but maybe that's ok?)
I solemnly swear I have no set bonuses on any of these characters on either of their builds.

I don't know how to post my mids build and will be tweaking (i slotted fly - didn't know prior to creating that you wanted SJ. i can respec no problem).
as for voice chat, I've got skype uploaded and use frequently. If others are using vent, may I get access?

You must have the wrong Masque I don't PL I offer acclerated xp obtainment. I do not know of what dirty map you are speaking of but I hope the Dev's removed it with today's patch.

The tank would do good for disruption, taunt webbs easy to play but gets boring fast.If I made a support toon I would go with a damage dealer just to have other option and that would be psi/em skip the fire em even if things could change with new issue.
Mind fire is also fun but prefer it in duels or smaller teams!

Hey Masque and everyone. I am mainly a zone dog, but I do have a blaster left on Victory. I might can get a villain up to zone worthy either via GR or a respec I did move one of my ice/pain rupters to victory, scourge TF is awesome btw. I wouldn't mind helping you guys.
