Did the Number of Character Slots per Server Change?

The store isnt showing. I just deleted one of my characters on Virtue. I have a locked slot in its place.
Something smells in Verona.

I was hoping you were going to say you logged in and had 4 columns of slots instead of 3.
Whenever the in-game store goes down, you lose access to character slots beyond your initial 12.

Just wanted to clarify that for new players, so they don't freak out about losing existing characters beyond that 12th slot.

I recently got 12 toons on Freedom Server and had another one that I added then deleted again as I misspelled the name,.
Anyways, when I went back into Freemdom to reload the character again, it showed my 12 active slots with my 12 toons and the other slots were locked? Am I missing something here? Thanks
