Alignment change I do not understand.

I have a lvl 25 blaster I am trying to make into a vigilante. I am doing the tip missions but never get a morality mission, what am I doing wrong? I have been playing for the last ten hours but can only get to 8/10 points? HELP!!!

I strongly recommend reading Snow Globe's Alignment FAQ. You can only do 5 tips in a day, then you wait 20 hours until those tips fade so you can pick up more. They show up in the Tips tab of the Contacts window.

If you already knew that and have 2 open Tip slots, then maybe it's just really really bad luck of no Tip drops.

How many tips have you done in the past 24 hours? As the info provided in-game says, you can only get credit for 5 within a 24 hour period. ( Counting backwards. So if you did 4 23 hours ago and 1 23.5 hours ago, you'll have one available credit slot again in half an hour )

Edit: Wait...gotta check when I can. You sure it's 20, Cata? I coulda swore it was 24 hours...

They made that and some of the TF/trial timers 20 hours, because if I start my STF at 8:00pm and have 7 Scrappers on team, then we don't finish until midnight because we eventually all have to go get teh nukes and shivans and heavies and war whistles BUT we finally complete it.

The next night I want to run another STF for another shiny Damage/Range synthetic Hami-O, but -- whaaaaat, I gotta wait until midnight to start?! Wiggity whack! I was gonna bring 4 Corruptors this time, too!

At least that's my version of the story. The 20 hour timer lets you keep your normal start time for gaming.

The in-game text says it's 24. Unsurprisingly, the in-game text is wrong.

Nope. Firstly, the timer runs from TF completion to TF completion. Start time doesn't matter.
Secondly, the tip 'fame' timer is 20 hours. The TF reward timer is 18.

Cat's example was bad, but the reasoning was sound. The timer was shortened precisely so people can run the same TF the next day with some leeway for a slow/fast time and not get bit by diminishing returns for Merits, or whatever rewards they're after.

Ok so I did the 10 missions and got an alignment mission and did that, now who do I talk to to change alignment? My character is still a hero.

All regular tips are listed as Alignment Missions. If you got one after you were 10/10 that just means you had room on your Fame Bar and got an unlucky drop.

The tip you're looking for once you complete 10 is a Vigilante Morality Mission. Once you complete that, the change is automatic.

Actually the game asks you after you have completed the mission to make absolutely, positively sure that you want to change alignments.

After you are a vigilante, you can continue to do tips in Paragon if you want to remain a vigilante or turn back to being a hero. If you want to become a villain, then you will have to head to the Rogue Isles and do tips there.

Also, this may be self evident, but make sure you have been doing the Vigilante tips. If you have 10/10 Alignment Points in the Hero bar, you will not be able to switch to Vigilante. You will get a Hero Morality Mission which will reaffirm your Alignment as Hero.

The lower bar of the two, with the vigilante symbol next to it, is the one that should be at 10/10.

The dev's original intent was 24 hours, - the shorter timers for Tips and such is to not punish people for having good vs. bad play periods.

Also, you must have upgraded to GR before a morality mission will drop. If you haven't upgraded you will continue to get alignment missions after the first 10 tips are completed. I ran through 10 alignment missions with my wife over the course of two days. We expected her next tip to be a morality mission but she got an alignment mission instead. As soon as we upgraded her account the very next tip was her morality.

Good point... Yet another, "It seems obvious, but..."

It's simple enough to check, though, if you cannot create a new character in Praetoria, you cannot switch sides.

To be more precise: the devs' original intent was to restrict full rewards to "once per day". After it was pointed out that a task force time can vary and a team might not start at the same time each day, Synapse (or was it Sunstorm?) agreed that a shorter timer would be consistent with the original intent and it was reduced to 18 hours.
