Going Back to Praetoria

It would likely be far more trouble limiting Primal characters to some kind of restricted "flashback-only" access to Praetoria than it would be to just allow our old characters full access to the "real" Preatoria everyone else runs around in.
I also suspect the Ouroboros system will be expanded to include Praetorian arcs in some form or fashion. Now that original bluesiders have access to redside Ouroboros and vice-versa it would be strange not to allow any character to ultimately experience Ouro arcs of all three types (red, blue or 'yellow').

My question is, how would our old characters get the badges related to choosing Loyalist or Resistance morality? Would credit be given simply for making the choices in certain missions, or would our characters actually be branded as that alignment like it is for actual Praetorians, and if so, how would that affect our ability to return to Paragon City or the Rogue Isles?

I'm hoping this eventually leads to no real forced "hero or villain" choice determining where you go, but to where everyone can go everywhere and their actions determine how good or bad they appear.
I'm hoping for something like the light/gray/dark meter of KOTOR. It sure seems liek things could be headed that way.

We know the Menders have an agenda having to do with the "coming storm", as does Cole. Would the menders want us Primal Earth Heroes messing with the past of Praetoria. (That is the premise behind the flashback arcs, isn't it? Changing the past in an attempt to change the future?)

It will just be explained as you going back to relive your past.
The menders don't really care what you do with time travel so long as you don't mess up their plans anyway. They have to be morally ambiguous to allow both villains and heroes to mess around with history. :P
I wonder if with the Ouro system we'd be able to get the badge from the Tutorial in Praetoria

My whole thing is, how does it fit in with the storyline of Praetoria?
I can understand Cole using the Powers Division for his own gain. Even then he's pretty heavy-handed in dealing with Supers.
Not to mention the fact that he loathes Primals and is in fact:

Planning a full scale invasion of Primal Earth.
So why would he allow throngs of Primals to run rampant in his clean, lawful Utopia?
Storywise.... He wouldn't of course. The Praetors would be out in force and it would be a full scale war.
So, even though I know the playerbase wants this to happen. Even though I want it to happen. I'd prefer if there was a storyline explaining it, other than well it's content.

We already have Dark Watcher, Maelstrom, and several Arachnos and longbow agents running around Praetoria in secret. I suspect that, rather than access the normal Ouro list of flashbacks to gain entry to goldside missions, Dark Watcher, Montague Castanella, or a mender would set up the primal toon with access to infiltrate the Powers Division, complete with temporal scaling to avoid detection. Then you could earn the tutorial badge, and all the other content "as if you were a Praetorian".
The process might allow for single story arc flashbacks, or it might strand you in Praetoria until someone has a chance to retrieve you, forcing you to play the 20 levels before returning and rechoosing a Primal Earth alignment.
Just my musings on how it might work, of course; I have no inside info on the matter.
