How is Ice/Ice?
DPS is a bit low... the set's focus is on holds and slows. The "sniper" attack has mediocre damage and is a hold ... fairly useless IMO.
The tier 9 is devastating, but on an incredibly long timer. If you like a blaster set that is somewhat controllerish, this is the set to get.

Ice/Ice isn't bad. Though an Ice/Elec blappper is better.
If you want a controllerish blaster Sonic/Ice/Leviathan is the way to go. No blaster more controllerish out there.

Well, thats because its not a snipe, its a hold with a little damage tacked on. Generally, snipes aren't very good anyways, so its not a big loss.
Ice has great single target damage, and OK, but not great, AoE.

Pros-
Large Amounts of holds. Has 3 single target holds available, 4 if you count the Epic.
Large Amounts of softcontrol. Has multiple slow effects, including Ice Storm, and Shiver. In addition, has Ice Patch for additional soft control. Frozen Aura is a fairly lackluster power, but it does bring an AoE Sleep.
High single target damage. Ice Bolt, Ice Blast, Bitter Ice Blast and Ice Sword is a very, very good single target damage chain.
Cons-
Medicore AoE damage. Frostbreath isn't a terrible Cone, but it's not that great either. Its primarily AoE damage is from Ice Storm, which is on a long timer, and is all DoT.
High Endurance Costs. Ice can very quickly drain your endurance bar, and /Ice Manipulation has no endurance management tools.
I'd be tempted to say that Elec/Elec/Elec's a bit better, if at least a close second. Short Circuit + Power Sink will shut down nearly everything with the right SOs, and anything left standing can be chain held with one of your three Mag 3s.

Ice/ice is very NOISY.
My ex only ever asked me to turn down the volume when playing two characters: an ice/ice blaster and a grav/kin controller. Both of which have since been deleted on account of the sounds driving ME crazy. The poor ice/ice blaster never even made it to SOs.
Weight training: Because you'll never hear someone lament "If only I were weaker, I could have saved them."

Siren's + Frozen Aura = Mag 5 AoE sleep (perma out of the box and easily stackable to mag 7)
2 applications of Shiver allow you to -rech and -move cap the spawn (without waking them up)
4 single target mezzes, 1 ranged mag 3 stun, 2 - mag 3 melee holds (easy to use on slept targets), 1 mag 3 ranged hold.
An AoE KB cone (for positioning and mitigation)
An AoE immob.
Single target and AoE resistance debuffs.
And all at blaster levels of damage.

My two favorite ATs are Blasters and Dominators. Both play in a very similar manner.
Ice/Ice is the combo to use if you want your Blaster to play just a little bit more like a Dom, for all the reasons candlestick listed. You could do a lot worse.

I find my ice/ice blaster to be very enjoyable. I'm not sure why others saying its not that good.
Like some have mentioned you can make him play similar to a controller but have more damage power.
I think it depends on what your wanting to do.
When I team with mine we are pretty much succesful in whatever we are trying to do. Plus I have hibernate which allows me to sometimes be cocky and tease that i'm a tank if my team gets a suprise ambush and starts dying. LAST ONE ALIVE!!!
With my toon I have actually experience farming with him because I try to stay away from the way too common fire/kin farm builds.
Of course he doesn't even compare to farm builds. But I find that when I farm BM on +2x6 without bosses, he's surprisingly quick. I don't think he's like fall asleep slow. He's only slow if you are comparing him to the fire/kins or spine/fires god of farm builds.
I have in the past for fun raced him on bm farm against some friends that are fire/kins.
We count all the mobs, split in half and see what happens. When I do that I'm usually about halfway plus or minus a few groups when he's done.
So take that for what you want.
Mine is capped on ranged defense so I use fly in my toon.
